Job Summary
The purpose of the role is to provide managerial and technical oversight for the field level implementation of Concern’s non-formal education programme in Akkar. The team leader will lead a team of field officers to assist out of school Syrian children to access good quality non-formal education services and to develop strategies to facilitate their integration into formal school systems.
Duties and Responsibilities:
Programme Development and Implementation
Design and lead field-level needs assessments to inform programme strategies, plans and activities in accordance with the gaps and opportunities identified.
Provide technical and managerial leadership to the field officers in the management of the education programme activities in Akkar.
Under the guidance of the emergency programme manager lead the process of adaptation of the curriculum for grades 1 and 2, to be delivered for school-aged Syrian refugee children not accessing education
Develop standard operating procedures for the delivery of the curriculum and other aspects of the education programme and put measures in place to ensure that they are being implemented and documented.
Develop and oversee plans to integrate beneficiaries into a formal school system.
Reporting and information management
Lead in the development and implementing of a M&E system which captures and documents relevant information
Develop and manage the implementation and monitoring reports for CBE teachers
Cross check field documentation, ensuring information is being gathered and recorded properly.
Develop a system to manage and store programme information which is easily accessible for accountability and reporting purposes.
Participate in the preparation of weekly, monthly and interim reports, in accordance with Concern and donor commitments and agreements.
Human Resources
Develop terms of reference for Community-based education (CBE) teachers, and participate in the process to select suitably qualified and competent candidates.
Develop CBE teacher training modules based on the adapted curriculum
Prepare and deliver training for the CBE teachers on the adapted curriculum, with the assistance of the field officers and education programme manager as required.
Identify areas for additional training through reviews of field reports, monitoring visits, local stakeholder feedback, etc, and develop and deliver modules as required.
Provide direct management support to the field officers ensuring that their job descriptions and objectives are accurate and in accordance with programme plans and Concern’s systems and procedures
Contribute towards the building of an effective team, ensuring that all members know and fulfil their roles and responsibilities and have access to the resources to do so.
Representation and coordination
Represent Concern in interagency fora as necessary
Ensure effective liaison with all programme stakeholders
Coordinate with other humanitarian actors and the UN, to ensure that activities are coherent and consistent and in line with Concern and donor guidelines and policies.
Quality and accountability
Ensure agreed minimum standards are implemented in relation to the sharing of information with programme participants and stakeholders.
Work with programme participants and field officers to identify ways in which they can effectively participate in programme
Ensure mechanisms in place for handling complaints and feedback are effective and accessible for all programme participants
Participate in continuous learning through communication and documentation of ideas experiences and feedback from all programme participants.
Ensure the application of relevant systems and procedures at field level relating to programme implementation and expected standards of behaviour (Code of Conduct, Programme Participant Protection Policy)

Adhere to, and promote the adherence to the standards of conduct outlined in the Programme Participant Protection Policy and Code of Conduct
Support Concern’s work in Lebanon by undertaking other tasks as appropriate and required
Skills, Qualifications, Experience and Attitude Required
Bachelor’s Degree in Education from a reputable university
5+ years working experience in education, either administration and/or teaching
Working experience in curriculum development
Working and/or academic experience in Early Childhood Development
3 years management experience
Strong written and spoken English, fluent in Arabic
High integrity and willingness to conduct her/himself transparently and open to scrutiny
Strong empathy skills and genuine care and respect for needs of others especially children refugees
A belief in empowering marginalized and disenfranchised people
The ability to work in a systematic and organized manner
Ability to respect and maintain confidentiality
Strong negotiation and listening skills
The ability to prioritize competing demands.
