Consultant Urban Livelihood

Background: SCI in Lebanon is currently in the process of assessing the shelter needs in greater Beirut in order to design a relevant and adapted response. SCI has been delivering shelter programming since 2012 to respond to the needs resulted in the coming of Syrian in the Bekaa Valley, Akkar and  Tripoli. SCI acknowledges that though some areas of its shelter response will remain the same in rural and in urban context, the design of its program needs to be reviewed by gaining a better understanding of the shelter issues occurring in Greater Beirut. To complement and avoid duplication with studies carried out by other agencies and avoid information already gained through its existing program, this consultancy is specific and will look at areas where SCI needs inform analyzes.   Purpose of Consultancy: The purpose of the consultancy is to provide detailed information from 1 district decided in Sabra (map attached) of Greater Beirut of the sub-standard shelter conditions found by Syrian and its interaction with other groups of people living in similar conditions such as migrant workers. The consultancy doesn’t focus on the physical description of shelter but looks at the tenancy agreements that frame the conditions in which people are dwelled. The consultancy will also look at how the current shelter program developed in other parts of Lebanon could be contextualized to Greater Beirut.   Key outcomes: Informative outputs: -          Description of rental cost of shelter solutions found by Syrian and its comparison with those of vulnerable Lebanese and of migrant workers; -          Analysis of choice of location of Syrians in Greater Beirut and why they were preferred; -          Analysis of types of tenure of Syrians, migrant workers, vulnerable Lebanese; -          Analysis of dynamics between Syrian population recently arrived and former occupants of sub-standard habitats in Greater Beirut; -          Analysis of the conditions of evictions and of the mechanisms developed by targeted population to mitigate this risk. Operational outputs: -          Type of assistance received so far from local/national/international humanitarian agencies/charities and perception by beneficiaries on its relevance/gaps; -          Main constraints and restrictions to ensure minimum standard shelter conditions that a program will face and solutions to overcome them; -          Propositions to improve social cohesion in urban shelter programming; -          Proposition to strengthen tenure and mitigate evictions in urban shelter programming.   Methodology: -          Work plan to be reviewed/approved by SCI at the beginning of the process; -          Development of tools for collection of information; -          Final report of summary findings as per SCI format with a summary of service providers, by type, capacity, group they are providing services to whilst focusing on quality issues (strengths and weaknesses), including specific recommendations for SCI on how support can be provided to service providers.     Time frame: Total of 22 working days, suggested breakdown is as follows: 1.)    2 days - Design of mapping and assessment tool and sharing to SCI staff for possible modifications (pre-existing information will be shared with consultant on behalf of SCI) 2.)    5  days – piloting of tool and revision if needed 3.)    10 days - roll-out of assessment tool 4.)    5  days -  final report with summary findings (repot format to be shared by SCI) and presentation of report to SC staff.   Person specification: Excellent knowledge of conditions and type of habitat occupied by the most vulnerable part of the population in Greater Beirut; Good understanding of the existing trends in the provision of shelter resulted by the coming of Syrian population in Greater Beirut; Familiar with the context and proven access to population in the areas where the consultancy could be carried out; Understanding of the response led by UNHCR of the Syrian crisis in shelter; Practical experience with quantitative and qualitative research methodology; Extensive experience in survey design including sampling; Extensive experience in data management and analysis; Proficient in the application of software statistical packages; Strong analytical, presentation and writing skills; Independent and self-motivated.   Qualifications: Post graduate degree in urbanism, sociology, anthropology, social sciences or other related area; Previous experience of research in the field of ‘soft’ shelter or other relevant area; Demonstrates strong commitment to Save the Children’s Mission, Vision and Values; Displays cultural, gender, religion, race, nationality, age sensitivity and fully complies Save the Children’s Child Protection and Child Safeguarding Policy and Guidelines.   Terms and Conditions:   length 22 days. Contract type Consultancy     Duration of the consultancy:  22 days.   End of the consultancy: due to donor regulations, this consultancy should be completed by 31st March 2014.
