DRC Background
The Danish Refugee Council (DRC) is a humanitarian, non-governmental and non-profit organization, founded in 1956, that works in more than 30 countries around the world. DRC has been operating in Lebanon since 2004, working with Palestinian and Iraqi refugees, as well as Lebanese communities affected by the war in 2006. DRC is committed to basic humanitarian principles; including impartiality and neutrality, and offers the highest standards of accountability to the people it serves.
DRC Lebanon has been assisting the Syrian displaced, fleeing Syria into northern Lebanon, since May 2011. This assistance has come through the provision of food and non-food items, various outreach activities (registration, follow-up and awareness sessions) rehabilitation of collective shelters and the implementation of quick impact projects.
Verification Background
In October 2013, UNHCR/WFP started targeting Syrian Refugee Households for inclusion in humanitarian assistance. The targeting process resulted in a significant number of refugees being excluded from assistance.An ongoing verification process is being carried out to ensure that the most vulnerable refugees are not excluded. For the DRC Verification team this will entail conducting data collection surveys through household visits.
DRC is inviting local candidates to apply for the position of Verification Officer to support its activities in Tripoli.
Duties and Responsibilities
General Responsibilities
Under the direction of the M&E Manager, the Verification Officer is responsible for supporting all verification activities in Tripoli – including monitoring/reporting security issues to the M&E Manager, organizing daily briefing/debriefing of the Verification team, and ensuring the team abides by the Code of Conduct and the Verification SOP;
Assist the M&E Manager in planning and implementing all Verification activities at the field level, including overseeing the movements and organization of the Verification Assistant enumerators;
Assist the M&E Manager with the daily/weekly/monthly work plan and all administrative/logistics aspects of managing the Verification team;
Capacity development, training, and monitoring the activities of the Verification Assistant team;
Any other business as requested by the M&E Manager.
Specific Tasks
Provide direct assistance to the M&E Manager to implement Verification activities in Tripoli;
Liaise with the administration, logistics, and safety focal points to ensure Verification activities are correctly planned and resourced;
Track and compile progress reports on Verification activities and brief the M&E Manager and M&E Coordinator (Beirut);
Working closely with the Verification Database Officer, double check and revise the verification questionnaire at the end of the daily visit schedule, correcting any mistakes and signing off on completed questionnaires to ensure accuracy of the survey;
Report any issues of concern, exceptional circumstances, or special needs cases to the M&E Manager;
All other duties related to Verification as requested by the M&E Manager.
Essential Qualifications/Experience
Required
A Bachelor degree and at least three years relevant professional experience working in emergency, development, community, or social work sectors;
Languages: Fluency in English and Arabic required, with strong report writing skills;
Experience in participatory assessments and monitoring, quantitative and qualitative data processing/analysis, facilitation and interviews with groups and individuals;
Strong IT skills – particularly with Microsoft Office suite (strong Excel skills essential);
Good contextual knowledge of the Tripoli area – including local issues, community priorities, social and cultural realities and constraints, and organizational relationships;
Acommitment to humanitarian principles and honesty, integrity, confidentiality, and accountability.
Preferable
An advanced (Masters level) degree;
Training and capacity development experience.
