Meak Data Base Officer - Tripoli

DRC Background The Danish Refugee Council (DRC) is a humanitarian, non-governmental and non-profit organization, founded in 1956, that works in more than 30 countries around the world. DRC has been operating in Lebanon since 2004, working with Palestinian and Iraqi refugees, as well as Lebanese communities affected by the war in 2006. DRC is committed to basic humanitarian principles; including impartiality and neutrality, and offers the highest standards of accountability to the people it serves. DRC Lebanon has been assisting the Syrian displaced, fleeing Syria into northern Lebanon, since May 2011. This assistance has come through the provision of food and non-food items, various outreach activities (registration, follow-up and awareness sessions) rehabilitation of collective shelters and the implementation of quick impact projects. In 2014, DRC is introducing the ‘Monitoring, Evaluation, Accountability and Knowledge’ (MEAK) – aiming to streamline data into the project management cycle at the field office level.DRC is inviting local candidates to apply for the position of Database Officer (MEAK) to support the MEAK project implementation in Tripoli. Duties and Responsibilities General Responsibilities Under the direction of the M&E Manager, the Database Officer works as a part of the M&E team to design/develop, test, maintain, support and improve the database and database management systems. Obtain, compile and analyze data from on the program indicators, and disseminate in appropriate formats for improving the programmatic decision making and planning process;  Enhance and build capacities of partners and other DRC staff (when deemed necessary) in terms of data base management, data cleaning, and analysis for programmatic decision making through on-going support and trainings.    Specific Tasks Ensure data collected by the field monitoring team is cross-checked and uploaded into the DRC database from the Android/ODK/Formhub system; Provide technical guidance and troubleshooting support for data planning, collection, recording and reporting requirements for field staff; Analyze and report regularly to the M&E Manager on the progress and quality of the data; Produce and file statistical and graphical reports for the M&E and program managers; Working closely with the M&E Project Officer (Beirut), take responsibility for adapting and testing the database at field office level and develop system procedures/manuals; Implement database security measures to safeguard information against accidental or unauthorized damage, modification or disclosure; Develop user access levels for each segment of the database according to program/management specifications; Develop and maintain the database sector in Tripoli, including overseeing technical aspects of data collection and development of backend database; Capacity development/training of the TripoliM&E staff and partners in data management.   Essential Qualifications/Experience Required At least three years relevant professional experience working in emergency, development, community, or social work sectors; A Bachelor degree in Computer Science or relevant field with significant professional experience; Languages: Fluency in English and Arabic required; Strong skills in database systems (PostgreSQL, SQL server, MySQL) as well in designing and using FileMaker applications; Strong IT skills – particularly with Microsoft Office suite (strong Excel skills essential); Excellent senseof humor, patience, and great attitude is absolutely essential to the position.   Preferable An advanced university degree (Masters/Postgraduate Diploma) in Computer Science or Management Information Systems; Good understanding of INGOs; Basic understanding of data security and encryption tools; Experience with ODK data collection/coding and Formhub; Training and capacity development experience.   We encourage all qualified candidates to apply, irrespective of race, gender or age.   Conditions Availability: ASAP Duty station:Tripoli, Lebanon Contract: Local     Application process Only motivated applications that address the stipulated duties and meet the required qualifications, sent together with a CV, will be considered.
