Team Leader For Protection Monitoring Project

PROGRAM/DEPARTMENT SUMMARY: Based on the results of a recent assessment and the priorities identified in the Regional Response Plan, Mercy Corps has worked since September 2013 on a project to establish community-led protection monitoring and responses to identified protection threats in two key governorates in South Lebanon and Nabatiyeh.  The goal of the protection monitoring project is to strengthen identification of protection needs to respond more effectively to protection concerns for Syrian refugees and conflict-affected host communities in Lebanon. Mercy Corps supports effective targeting of assistance for Syrian refugees and vulnerable host communities through protection monitoring, as well as directly contributing to improved access to services and support for refugee and vulnerable host communities by strengthening existing local community support networks and building localized referral mechanisms.  GENERAL POSITION SUMMARY: The Team Leader will provide support to the field-based Assistant Project Manager in the implementing Mercy Corps’ protection and monitoring project in his/her area of responsibility. S/he will oversee and assist in the implementation of community-based monitoring activities with a South-based team of Protection Monitors within his/her area of responsibility. S/he will provide oversight and assist in the process of continuous data collection, monitoring and reporting of information both at the individual family and community level through focus group discussions, interviews for individual families and monitoring surveys.  S/he will also be responsible assisting in and overseeing the implementation of community engagement activities, networking with service providers, referral development, and responding to identified needs within his/her area of responsibility.   ESSENTIAL JOB FUNCTIONS: Oversee and assist in the work of Protection Monitors including ensuring project targets are met. Oversee community engagement & data collection (focus group discussions, key informant interviews, and individual interviews). Guide the weekly and monthly reporting of the Protection Monitors and inform analysis for Assistant Project Manager & Project Manager Conduct interviews, focus groups discussions, key informant interviews, and information sessions. Plan and assist in the implementation of community engagement activities to meet targets. Organize and conduct awareness building activities and information sessions. Network with international and local organizations and service providers. Establish relationships with local municipalities and leaders in area of responsibility to facilitate protection monitoring access and understand local dynamics and context, while identifying key tensions and needs. Attend workshops and trainings as needed. Ensure Mercy Corps’ policies and codes of conduct are in place, including adherence to Do No Harm and gender equality policies.  Conduct herself/ himself both professionally and personally in such a manner as to bring credit to Mercy Corps and to not jeopardize its humanitarian mission. Other duties as assigned. KEY RESULTS AREA: The successful Team Leader will have an ability to connect with vulnerable groups in a respectful and dignified manner. S/He will also have proven experience with cross-cultural team, communication, and analytical skills. S/He will be organized and will have IT and data entry experience. Able to learn about: emergency response, child protection and Gender Based Violence in addition to other topics.
