Monitoring And Evaluation Project Officer - Beirut

We are looking for a highly qualified and motivated Monitoring and Evaluation Project Officer to be based in the DRC Lebanon Beirut office.Who are we?DRC has been operating in the Middle East and North Africa for over a decade, running a combination of livelihood, protection, advocacy and relief projects. DRC has six project offices throughout Iraq, Lebanon, Syria, Tunisia/Libya, Turkey, and both a country and regional office in Jordan. DRC Lebanon has been assisting the Syrian displaced, fleeing Syria into northern Lebanon, since May 2011. This assistance has come through the provision of food and non-food items, various outreach activities (registration, follow-up and awareness sessions) rehabilitation of collective shelters and the implementation of quick impact projects.DutiesThe M&E Project Officer is responsible for designing and establishing a Management Information System (MIS) to collect, store and process sector/program assessment and monitoring data. This will include designing user-friendly qualitative/quantitative data collection tools to generate monthly reports on key indicators/findings for national and field-level program managers. In addition to the above, the selected candidate will have to: • Design and establish an M&E-specific Management Information System for DRC Lebanon;• Consult and support sector/program managers and field office staff to design M&E tools relevant to their project requirements;• Undertake regular field trips to ensure successful implementation of the system, including training/capacity development or adaptation of the design where necessary;• Track and compile monitoring data and generate/disseminate relevant findings to program/sector managers in DRC Field Offices;• All other duties related to M&E as directed by the M&E Coordinator. About youTo be considered for the M&E Project Officer (Beirut) position, you must hold an advanced university degree and have at least three years relevant professional experience in project design, management and implementation – preferably in emergency and/or complex development settings. Essential qualifications/experience• An advanced university degree (Masters) in a relevant field OR Bachelor degree with significant professional experience;• Languages: Fluency in English is required, working knowledge of Arabic is preferred;• Excellent ICT skills are essential to the position – particularly in database design/management and data visualization/graphic design;• Excellent interpersonal skills and demonstrated ability to establish effective and working relations with local staff and other stakeholders.
