Livelihood Officer - Beirut

                                                                                     The Danish Refugee Council (DRC) is a humanitarian, non-governmental and nonprofit organization, founded in 1956, that works in more than 30 countries around the world. DRC has been operating in Lebanon since 2004, working with Palestinian and Iraqi refugees, as well as Lebanese communities affected by the war in 2006. DRC is committed to basic humanitarian principles; including impartiality and neutrality, and offers the highest standards of accountability to the people it serves. DRC Lebanon has been assisting the Syrian displaced, fleeing Syria into northern Lebanon, since May 2011, and the Bekaa valley since February 2012. This assistance has come through the provision of food and non-food items, various outreach activities and rehabilitation of collective shelters. Under the project “Mitigating the Socio-economic Impact of Syrian Displacement” funded by the World Bank which activities are as follows: -          Capacity building on local level to provide livelihood support to community members through livelihood activities Market assessment implemented to identify jobs and income generation opportunities to severely affected host and refugee populations Implementation of 5 Cash for work projects for both host and refugees population Provision of livelihood support to 300 women from both the host and refugee communities.   DRC is inviting local candidates to apply for the position of Livelihood Officer - Beirut, to support its activities.   General Responsibility Organise the daily / weekly / monthly work, in coordination with the Project Manager Organise all administrative matters related to the works. Ensure that the project cycle is implemented in all steps and main decisions taken are clearly and properly documented and filed. Suggest solutions for the problems encountered, discuss them with the PM and participate to the decision making process. Overall assigned activities appear of attached work plan. Assist the Project Manager on the market assessment to be implemented in the areas of Akkar, Tripoli, and the Bekaa (Recruitment of consultants, implementation of market assessment, Evaluation) Based on market assessment, follow-up the selection and implementation of 5 Cash for Work projects Assist the Project Manger in the Provision of livelihood support to 300 women from both the host and refugee communities. Follow-up on the selection of livelihood projects Follow-up on the implementation of livelihood projects      Project Implementation and Monitoring Oversee the monitoring of the contractors and the progress of the work. Coordinate and procure in coordination with logistics of all equipment and supplies agreed for the Cash for work projects Ensure that all project changes are appropriately approved, documented and tracked, and that all agreements are organised, documented and reported according to DRC guidelines.   Reporting Organise and ensure a proper written (daily, weekly and monthly) reporting from the staff, beneficiaries and other stakeholders and report on problems faced to the Project Manager Draft weekly and monthly progress report for all project activities, (activities, output, challenges meet and recommendation suggested) to the Project Manager; Maintain proper lessons learnt record during design and implementation and share new ideas with the Project Manager.   Finance Monitor expenditure, budgets and expense tracking activities for the sub projects and ensure the expenses are not exceeding the approved budget. Coordinate with the Project Manager for payment of expenses, payment schedule and instalments.   Others Participate in crosscutting activities inside DRC Lebanon when requested; Any other duties relating to the nature of the job as directed by the Project Manager   Communication skills Proven ability to speak and write English and ArabicTeamwork Ability to work collaboratively with colleagues on team agendas, provide support to team members and act in accordance with the final group decision. Good interpersonal skills and ability to establish and maintain effective partnerships and work relations.
