Ame Senior Field Officer

  AME Senior Field Officer   Première Urgence - Aide Médicale Internationale (PU-AMI) is a non-profit, non-political and non-religious humanitarian NGO. Its objective is to bring about a global response to the basic needs of populations suffering from acute humanitarian crisis and to allow them to recover their autonomy and dignity.   Today, PU-AMI is intervening in 21 countries in Africa, the Near East, Caucasus, Asia and the Caribbean to cover the needs of populations affected by conflict, natural disasters or economic crises.   PU-AMI in Lebanon has been implementing emergency and recovery projects in Water, Sanitation and Hygiene, in Shelter Rehabilitation, Health and in Livelihood Recovery sectors.   POSITION GENERAL INFORMATION   Position: Assessment, Monitoring and Evaluation Senior Field Officer Component: Quality Based in: Halba, Akkar Starting date: 17.03.2014 Duration: 6 Months (extendable if funding secure) Supervision Under the direct supervision of:            AME Manager Under the overall supervision of:          Field Program Coordinator   OVERALL MISSION   General objective   Under the supervision of the AME Manager, the AME Senior Field Officer will implement activities on the field in order to be accountable to donors. He will follow the M&E strategy for each project/specific technical sector results frameworks, project monitoring plans, and common outcome indicators.   The AME Senior Field Officer will work under the supervision of the AME Manager based in Halba, Akkar.   The AME Senior Field Officer position’s major objectives are to properly achieve the following global tasks:  Implementation of activities of the Assessment, Monitoring & Evaluation plan per project in collaboration with the implementation teams; Providing accurate and qualitative data collected on the field.   Responsibilities and tasks  AME: He/She will implement all AME field-related activities. Logistics and Administration: He/She will express and anticipate logistics and administrative needs related to AME activities he or she is implementing. Safety and Security: He/She will assist in following safety and security rules on-base and will transmit all safety and security information to his/her manager.   Specific objectives and linked activities   1. Implementing the Assessment, Monitoring & Evaluation plan per project From lessons learned and experience on the field, participation in defining methodologies for major baseline and needs assessment studies; Ensuring quality and accuracy of data collected on the field and the serious follow up of available guidelines; Support in the development of proposals and reports by collecting and analysing quality and accurate data and by properly filing, reporting and documenting its work; In coordination with the AME Manager, ensuring a good communication with operational teams on preparation of AME activities, implementation and results of AME.   2. Capitalization/Institutional Knowledge Building To participate in training sessions and workshops as needed; Communicate and report its analysis of the situation and challenges encountered, including possible referral to be done internally and externally.   3. Communication & Follow up To participate in the field work and respond to beneficiaries’ queries with good knowledge of relevant information; To respond to donor requests for special cases which need individual attention and follow their progress.   4. Monitoring & Guidance Monitor the works on a daily basis and provide mentoring and guidance to all Field Officers and Field Workers.   5. Internal and external reporting To provide internal reporting on activities according to PU-AMI internal tools according to guidance given by the AME Manager; To prepare internal/external assessments, monitoring and evaluation reports according to guidance given by the AME Manager; To report immediately on achievements or difficulties faced by the AME Field Officers and Field Workers; Collect all information and written/orally reports on the progress of AME activities on a daily and weekly basis.     6. Financial and Logistics Management To follow-up the financial aspects of the AME activities (if needed); To manage the cash forecast in link with the AME activities (if needed).   The tasks and responsibilities defined in this job description are not exhaustive and can evolve depending on the project needs.     QUALIFICATIONS   Mandatory requirements Language skills: Fluent in Arabic and English (speaking/reading/writing) Education degree: Baccalaureate/University degree in social science or any other relevant field Work experience: 1 years experience working for an NGO in an implementation team – 1 year experience in humanitarian project evaluation Knowledge & skills: Very good analytical and writing skills / High understanding of project cycle management / Good management capacities and team leadership spirit Computer skills: Good knowledge of the MS office software (including Word, Excel, Outlook) Other: Pedagogical and communication skills, good knowledge of humanitarian actors and donors.   Assets Interest: -       Strong motivation to help people in needs -       Understanding of the political situation in the area Transversal skills: -       Well organized and attention to details -       Conflict resolution and diplomacy experience -       Ability to analyse and suggest improvement -       Ability to take initiative to deal with difficulties encountered in daily work -       Ability to adapt or change priorities according to the changing situation within a mission or the organization itself -       Autonomy, neutrality, hard worker -       Able to manage stress and pressure -       Ability to work within a team.
