Monitoring & Evaluation Officer - Zahle

DRC Background The Danish Refugee Council (DRC) is a humanitarian, non-governmental and non-profit organization, founded in 1956, that works in more than 30 countries around the world. DRC has been operating in Lebanon since 2004, working with Palestinian and Iraqi refugees, as well as Lebanese communities affected by the war in 2006. DRC is committed to basic humanitarian principles; including impartiality and neutrality, and offers the highest standards of accountability to the people it serves. DRC Lebanon has been assisting the Syrian displaced, fleeing Syria into northern Lebanon, since May 2011. This assistance has come through the provision of food and non-food items, various outreach activities (registration, follow-up and awareness sessions) rehabilitation of collective shelters and the implementation of quick impact projects. DRC is inviting local candidates to apply for the position of Monitoring and Evaluation Officer to support its activities in Central West Bekaa.  Duties and Responsibilities  General Responsibilities Under the direction of the M&E Manager, the M&E Officer is responsible for supporting all monitoring and data collection activities at the Zahle Field Office (FO) level – including the monthly program monitoring schedule, regular field visits, and qualitative/observation-based data collection activities; Assist the M&E Manager in planning and implementing all M&E activities at the field level; Assist the M&E Manager with the daily/weekly/monthly work plan and all administrative/logistics aspects of managing the M&E FO team; Capacity development and support of the Monitoring Assistant team. Specific Tasks Provide direct assistance to the M&E Manager to design and implement M&E activities in CW Bekaa; Liaise with the administration, logistics, and safety focal points to ensure M&E activities are correctly planned and resourced; Ensure M&E activities are completed according to DRC standards and schedules, including timely reporting and referrals of special cases to relevant programs/sectors or the HAP focal point; Track and compile progress reports on M&E activities and findings at the FO level; Disseminate monthly M&E reports to the M&E Manager and the M&E Coordinator (Beirut); With support from the M&E Manager (FO) and M&E Coordinator (Beirut), design and implement the training and capacity development program for the Monitoring Assistant team; All other duties related to M&E as directed by the M&E Manager.  Essential Qualifications/Experience Required At least three years relevant professional experience working in emergency, development, community, or social work sectors; An advanced university degree (Masters) OR Bachelor degree with significant professional experience; Languages: Fluency in English and Arabic required, with strong report writing skills; Experience in participatory assessments and monitoring, quantitative and qualitative data processing/analysis, facilitation and interviews with groups and individuals; Strong IT skills – particularly with Microsoft Office suite (strong Excel skills essential); Good contextual knowledge of the CW Bekaa area – including local issues, community priorities, social and cultural realities and constraints, and organizational relationships; An excellent sense of humor, patience, and great attitude is absolutely essential to the position.  Preferable Training and capacity development experience; Experience using database software and processing/analyzing quantitative data Knowledge of or experience implementing HAP.   We encourage all qualified candidates to apply, irrespective of race, gender or age.   Conditions Availability: ASAP Duty station: Zahle Contract: Local, 6 months renewable   Application process Only motivated applications that address the stipulated duties and meet the required qualifications, sent together with a CV, will be considered.
