Gender Consultant

Objective Under the USAID-funded program entitled “Building Alliance for Local Advancement, Development, and Investment” BALADI Program, the Rene Moawad Foundation is seeking a gender consultant to conduct the gender analysis inclusive of: Analyze gender-based dynamics of men and women in a given community Identify root causes of existing inequalities between men and women so that they can be addressed in the activity design, work plan, and PMP as relevant. Indicate different needs and priorities of men and women in both the near and long term. Collect sex‐disaggregated data that can be used as a baseline for monitoring and evaluation. Specific Duties and Responsibilities              1. Analysis: Using the domains framework, conduct an analysis of the key gender-related needs, uses, issues, and constraints within the context of the implementation stage of the specific nine (9) BALADI projects. Analysis should focus on: •Determining male and female use of and access to resources relevant to the project. •Collecting data related to the direct and indirect impact of the BALADI project that is generally overlooked. •Assessing the role and position of men and women in the policy and planning process and its connection to female and male participation in the project.   2. After the analysis is done and before the report is written, the Consultant should prepare a short PowerPoint presentation to present it to concerned parties for discussion and feedback.   3. Following the presentation of the findings, summarize evidence and findings in a short report that includes:   •Completed gender analysis domains framework and a narrative summary of the findings. •Identification of technical areas where gender is likely to be a factor in the project strategy, activity design, work plans, and indicators or indicator adjustments in the PMP.  •A plan of action that provides suggestions on how to close relevant gaps between men and women and  identifies opportunities for women’s empowerment within the context of project goals, expected results and implementation stage. •If relevant (depending upon implementation stage) recommendations on indicator development, data collection, and analysis disaggregated by sex, and any other relevant information.   4. In addition to the tasks above, the Consultant is asked to highlight gender related components in the upcoming calls for municipal project applications (RFMA2) and address any needed improvement in the evaluation/selection criteria and the outreach workshops, which are related to RFMA2. For this purpose, the Consultant shall:   •Revise the existing technical criteria of Request for municipal application (RFMA) 1 and suggest improvement for RFMA2 with regard to the Gender Component. •Prepare and deliver up to 8 technical sessions during the outreach for RFMA2 to provide municipalities with specific guidelines on gender mainstreaming.   Deliverables and timeline   Gender Analysis work plan, including a Gantt chart of  gender analysis and report writing steps (within 5 days of contract signing) Completed Gender Domains Framework with desk and fieldwork results, Recommendations for RFMA2, and associated PowerPoint presentations 20 days after contract signing. Deliver up to 8 technical sessions during the outreach of RFMA2 on Gender mainstreaming (8 days- number of days will be decided upon with IPs as per respective workplan) Draft report (as described above in number 3) 30 days after contract signing Revised report (following RMF review); 10 days after receipt of comments.     Required Qualifications Master’s Degree in Gender Studies, Economics, International Relations, Human Rights, Law or a related field. A minimum of 3 years of experience in the area of gender and/or women’s rights Prior experience in the work environment of an international agency, preferably USAID Strong quantitative and qualitative analysis skills Computer literate Very good research and writing skills Excellent Arabic and English language skills      Interested candidates kindly send your CVs to: gaoun.baladi@rmf.org.lb   Daily rate will be based on the salary history of the selected consultant for the last three years.
