Compliance & Outreach Coordinator

PURPOSE OF POSITION: To ensure implementation of the WV Lebanon Response Operations in accordance with required standards and operational guidelines providing support in both technical aspects of the program and operational requirements. To lead and supervise WV Lebanon outreach department and coordinate findings with response management, sector leads and programs to broaden organizational knowledge on needs and project impact.  MAJOR TASKS Provide direct technical support on projects compliance and standard operating regulations to food, NFI, WASH and CIE sectors. Work closely with Food/NFI/WASH/CIE teams to ensure compliance with World Vision International standards and all WV Lebanon programs. Ensure humanitarian standards, including but not limited to, Sphere, HAP, humanitarian code of conduct and humanitarian best practices are applied throughout all activities across all sectors. Ensure donors’ selection of beneficiaries, registration and assistance criteria are fully adhered by the field teams in all programs. Develop and apply monitoring tools to guide and assist in project compliance management. Carry out planned and random monitoring visits to distribution Points, WASH sites, Children in emergency activities, Food and NFI and administrative departments to ensure conformity with set rules and procedures.  Enforce best practices in handling and management of commodities, WASH interventions and CIE activities. Carry out periodic monitoring, evaluating and reporting on relevant issues regarding food/NFI /WASH, CIE and other related issues to ensure conformity with set rules and procedures.  Participate in the recruitment, training and provide guidance to compliance and outreach staff. Produce weekly, monthly and annual compliance reports on food/NFI, WASH and CIE. Maintain very clear and good filling system which facilitates easy access to project support documents, and other audit requirements.  Ensure proper accounting and reporting of resources entrusted to WV are fully accounted for and no diversion of resources takes place without proper authorization and approval of donors and respective authorities. Design, produce and disseminate awareness information and material on project compliances in close coordination with program focal persons. Conduct trainings and regular capacity building initiatives with response staff at various levels on project compliances and donor regulations      Lead and supervise comprehensive outreach visits to targeted populations in WV operating areas to assess needs and impact of WV programs and potential entry points. Insure that scores and results generated by outreach findings are communicated to concerned departments at field and national level. Insure that outreach findings are addressed among partners and donors when applicable. Establish and strengthen links with host and refugee communities with a focus on enhancing the accountability and transparency of the programs. Work directly and closely with communities and project beneficiaries aiming at ensuring the right targeting and selection of the beneficiaries. Collaborate with other organizations on awareness outreach and incorporate cross-cutting issues and information gathered from the field with partners and in sector meetings. Supervise the team of outreach workers and provide required technical support and guidelines in implementation of activities. Supervise the field visits of the outreach staff to ensure the desired objectives are met and conduct regular and surprise field visits Participate in awareness and sensitization campaign programs in order to ensure the right message is delivered and reached to the targeted population. Insure that beneficiaries are aware of the assistance program, ration scale of the assistance provided by WV and other necessary details about WV, donors and the standards of assistance. Conduct visits and review the working of selected merchants involved in WV programs in the capacity of partnership.  Work closely with WV internal audits, donor audits, PDQA, and finance on compliances and risk controls. Insure regular meetings and consistent coordination takes place with programs, sector leads, and operations to share and outreach findings and incorporate result.  Participate in key humanitarian meetings, including networking with other humanitarian partners, donor and UN agencies. Coordinate with WV partners and other program stakeholders & donors related to program issues and matters directly affecting the stakeholders. Coordinate with all response departments and staff to provide any required support generated from the findings of the outreach assessments.
