Project Officer/coordinator (Po/bekaa/hcr)

The Project Officer/Coordinator post is located in the Bekaa Valley Program Office based in Zahle, Lebanon and reports to the assigned Bekaa Valley Program Manager in Beirut. Working closely with technical advisers and program specialists in the office, the officer/coordinator will assist in fast tracking the implementation of a regional Project within Bekaa Valley funded by the UNHCR. Specifically, the project officer/coordinator is responsible for: i. Managing, leading the quality implementation and reporting on the 5-schools in the Northern area of the Bekaa Valley governatorate project Education for vulnerable children affected by the Syrian crisis in Lebanon. ii. Ensuring sound policy and project technical support to Schools. JOB PURPOSE Working in collaboration with other relevant Technical Officers, the relevant project units, the Project Officer/Coordinator will supervise project's implementation, coordination aspects and the day-to-day management of operations. In addition, S/He serves as the focal point for developing and strengthening partnership with relevant local institutions on specific issues related to the project. S/He will also provide strategic advice and ensure appropriate coordination with the 5-schools and various partners on the implementation of the initiatives. DUTIES AND RESPONSIBILITIES The Project Officer/Coordinator supports the achievement of the strategic objectives related: Education for vulnerable children affected by the Syrian crisis in Lebanon a. Planning and management • Support review of existing data to inform project planning and implementation in the 5 project focus schools; • Facilitate project operational plans development processes including report documents; Project Work plans and Budgets through provision of tools and guidance notes. • Revises the Regional Project Document and Budget to be in line with national project documents; • Manages the planning, conduct and reporting of regional review and planning meetings, and ad hoc meetings; • Oversees Technical Officers' timely submission of periodical work plans, reports and ensures timely guidance and release of funds to beneficiary schools and suppliers. • Monitors effective utilization of funds and adherence to policies and procedures both at the country and regional level in collaboration with Technical officers and staff. b. Monitoring and Evaluation • Support development and finalization of the “Education for vulnerable children affected by the Syrian crisis in Lebanon” Project M&E framework and indicators; • Coordinate the establishment of the project coordination mechanisms; • Oversee and guide conduct of project assessments and operations research to guide project planning and implementation; • Produce weekly and monthly reports, including the aggregate of the technical officers ones • Conduct project baseline, mid-term review and final evaluations; • Organize field monitoring visits and formal or informal advisory committee meetings on a regular bases and as needed; • Track activity implementation and advise on aspects for immediate attention the Program Manager; • Review and solicit input from within and outside UNHCR for the M&E reports and documents; • Support the documentation and dissemination of best practices and lessons learned. c. Facilitate Provision of Technical Support to Project countries • Provide high level policy and Project technical support to 5-schools in order to ensure harmonized results with the goal of improving health, educational, protection and security of the scholars and their families. • Develop a project technical assistance plan in collaboration with 5-schools' management and other relevant staff and facilitate provision of technical support through available modalities. • Document provision of technical assistance and lessons learned; • Oversee and/or develop tools and frameworks to guide Project implementation activities. d. Support Program Manager implementation strategy • Initiate and maintain regular contact with partners, beneficiary communities and 5-schools' management involved; • Support mobilization of additional resources for the different phases of the project activity; • Ensure cohesive and effective Project staff and organize participatory project staff meetings, update meetings, and report on them at regional planning meetings. e. Donor Relations and Reporting • Contribute to ensure regular updating of donors and periodically inform them in regional planning meetings and support them during field monitoring missions. • Ensure adequate documentation of the process and outcomes of projects • Work with Data Officer and project staff to develop public relations documents and events including media events at strategic times. • Prepare necessary reports for submission to relevant donors including Terre des Hommes Headquarter • Ensure all partners are acknowledged in all Project outputs and reports. f. Perform any other tasks as assigned by the Program Manager and report to him as the direct line manager. REQUIRED COMPETENCIES i) Values: the observation of ethics, understood as honesty, loyalty, correctness and compliance with the laws, represents a primary value for Terre des Hommes Italy. Terre des Hommes Italy has a strict child protection policy. ii) Core Competencies: Achieving results, accountability, developing professional expertise, analytical thinking, working in teams, communicating for impact. iii) Required Skillset: • Advocacy/advancing a policy-oriented agenda • Innovation and marketing of new approaches • Conceptual innovation in the provision of technical expertise and project coordination • Leveraging the resources/commitment/building strategic alliances and partnerships • Job knowledge/technical expertise QUALIFICATIONS • Advanced university degree in international relations, diplomacy, political science, management, public administration, communication or equivalent. • 5 years of relevant progressively responsible professional experience, including experience at the field and international level, preferably with previous experience with/exposure to the NGO system; • Experience in project understanding, coordination, and monitoring; • Extensive network within the donor community and preferably to the local targeted area communities; • Ability to build and influence cross-cutting teams to produce results. • Strong presentation, communication, and writing skills in Arabic and English required; • Valid driving license and availability to perform frequent field visits.
