Save the Children has been operating in Lebanon since 1999 and is recognized for its commitment to accountability, innovation and collaboration.  Save the Children currently implements programs in Child Protection, Education, CRC, Health and Nutrition, Food Security & Livelihood, Shelter, and Emergency Response throughout Lebanon.   Save the Children is seeking qualified candidates to fulfill the following positions, for its Lebanon Country Office, in the following locations Beirut, Tripoli, Akkar and Bekaa:   ROLE PURPOSE: Be responsible for the direct supervision of WASH infrastructure construction and rehabilitation in communities targeted by Save the Children in Bekaa. The post is specifically oriented towards the WASH emergency response in the context of the Syrian conflict, and special attention will be given to integrate water, sanitation and hygiene work with Save the Children’s core sectors such as nutrition, food security, health, education and child protection.   KEY AREAS OF ACCOUNTABILITY:   Contribute to accurate, well-informed needs assessments: Participate in WASH needs assessments through      household level questionnaires, focus group discussions, visits to      facilities and sites, and interviews with key members of the community.   Provide support to high quality WASH programme design and implementation: In coordination with the      WASH Officer, provide input into the design, establishment of work      specifications and quotations related to the construction / rehabilitation      of WASH infrastructures in public institutions and communities, such as: Construction or       rehabilitation of sanitation facilities (latrines, incinerator, refuse       pit, waste pit…). Construction or       rehabilitation of drinking water infrastructures (wells, boreholes, pipe       network, reservoirs, drinking water treatment…). Technical training of       community volunteers, members of WASH committees, local authorities In coordination with the      WASH Officer, conduct community mobilisation in target communities on      issues related to construction, operation and maintenance of WASH facilities. In coordination with the      WASH Officer, provide input into the technical specifications of materials      for construction and rehabilitation of WASH facilities. Assist with quality      control of WASH materials bought by Save the Children and its possible      subcontractors. Take the lead on      day-to-day site management, including general supervision of contractors,      ensuring the safety of construction sites and community participation. With the WASH Officer,      validate the progress and quality of work of the contractors Where required, assist      with training for construction of small WASH facilities at household level      and in schools and other places (hand washing, latrines...) Assist with monitoring      and support of local partners of Save the Children (such as other NGOs or      local authorities) in the field of WASH facility construction and water      supply   Ensure Monitoring, Evaluation, Accountability and Learning is conducted for WASH programmes: In coordination with the      WASH Officer, verify that WASH infrastructure construction and      rehabilitation works are carried out according to quality standards      established by Save the Children Gather data on a weekly      basis in order to measure project and strategic indicators (for example:      number of beneficiaries, number and type of activities completed)   Ensure programme activities are documented: Provide a weekly report      to line manager   Ensure coordination and team work is created and maintained: Make joint visits with      other WASH and Save the Children programme staff, such as Education, Child      Protection and NFI teams.   Adhere to Save the Children policies and procedures: Comply with Save the Children policies and practice      with respect to child protection, code of conduct, health and safety,      equal opportunities and other relevant policies and procedures. In agreement with your line manager, perform other      duties within reason (in line with your skills and experience). QUALIFICATIONS AND EXPERIENCE AND ATTRIBUTES   Required: Professional experience of 3 years minimum, including 1 year in the field of water and sanitation infrastructure. Degree or other relevant qualification in civil engineering, environmental engineering hydraulics. Construction and site management experience Ability to listen and adapt. Good interpersonal skills. Fluent in spoken and written Arabic. The capacity and willingness to be extremely flexible and accommodating in difficult and sometimes insecure working circumstances. Commitment to the aims and principles of Save the Children.
