Shelter Officer(Qobayat)

Save the Children has been operating in Lebanon since 1999 and is recognized for its commitment to accountability, innovation and collaboration.  Save the Children currently implements programs in Child Protection, Education, CRC, Health and Nutrition, Food Security & Livelihood, Shelter, and Emergency Response throughout Lebanon.   Save the Children is seeking qualified candidates to fulfill the following positions, for its Lebanon Country Office, in the following locations Beirut, Tripoli, Akkar and Bekaa: ROLE PURPOSE: The Shelter Officer   will be based primarily in the SCI office in Tripoli  and will manage the day-to-day   implementation of components of SC’s emergency shelter and NFI’s programme in  North.   Current emergency shelter   and NFI programme activities are primarily based on self-aid schemes.   Activities include:   Distribution of quick   fixing kits (QFK’s) in Informal Tented Settlements   Construction of   temporary shelters in Informal Tented Settlements   Sealing-off of   unfinished buildings and garages used for shelter using a voucher-based modality   Rehabilitation of   unfinished buildings and garages used for shelter using a cash-based modality   Distribution of   NFI’s   Supporting other   construction-related activities being implemented by the other programs (E.g.   Rehabilitation of schools)   The Shelter Officer   will represent the shelter programme and has to ensure that all aspects of their   and the Shelter Team’s work is undertaken in accordance with Save the   Children’s Policies.   This post is   anticipated for a minimum of 3 months, but is likely to be extended depending   on performance and speculative funding. The position holder may be required   to spend 1 day a week inBeirut  in order attend internal and external meetings   Short-listed   candidates will be subjected to a technical assessment. SCOPE OF ROLE: Reports to:   Direct line management by Shelter Coordinator (who in        turn is managed by the Field Management) Reporting to:   4 to 8        national employees, consisting of a combination of Community Mobilisers,        Shelter Technical Assistants and Data Entry Clerks Budget   responsibility: NA KEY AREAS OF   ACCOUNTABILITY: Programme   management   Plan, prepare        and oversee the implementation of components of the Emergency Shelter activities        in Bekaa, ensuring the quality programme.   Plan, prepare        and oversee the implementation of components of NFI distribution        activities in Bekaa, ensuring the quality programme.   Represent and        support the Shelter Coordinator and/or Advisor in meetings (internal and        external)   Ensure        appropriate evaluation, implementation and monitoring systems are in        place,   Supervise,        manage and support staff (as described above) in all the process by        solving the problems that could occur with beneficiaries.   Be responsible        for any evaluation and assessment at field level (with partners or        internal to SC on shelter or multi disciplinary approach)   Lead the negotiation        of rental-agreements with landlords, where appropriate   Be in daily        contact with the Field Manager and the Shelter Coordinator. Provide        daily, weekly and monthly reports.   Be        ready to respond to enquiries, needs and challenges that arise that are related        directly or indirectly to their field of work; Partnership   management   Maintain        working partnerships and good communication with representatives of SC        shelter partners and programmes (E.g. UNHCR, UNICEF, DFID, ERF, German        FFO, DRC, NRC, PU-AMI, Medair, ACF etc)   Build and        maintain relationships with local municipalities and community leaders   Build and        maintain partnership with local NGOs   Schedule        and organize meetings with implementing partners to discuss progress and        challenges Human   resources and capacity building   Identify staff        needs   In        collaboration with the Shelter Advisor, Coordinator and Field Manager support        the recruitment of appropriate personnel for the Shelter Team.   In        collaboration with Shelter Advisor and Coordinator identify capacity        building requirements for the Shelter Team members. Deliver technical        trainings and one-on-one mentoring   Supervise and        coach all direct reports   Ensure Shelter        Team members use weekly work plans and reports   Conduct        trainings for relevant local NGOs and partners. Coordination   and advocacy   Represent SC        at regional cluster/coordination meetings (e.g. Distribution,Shelter,WASH        etc) and other meetings and forums and take leading role to        strengthen shelter aspects related to child protection and education.   Ensure that programme interventions continue to be informed by and integrated with other core sectors of SC, such as protection, education, health & Nutrition and food security & livelihoods.   Ensure        activities are developed in partnership with relevant local authorities        and other key stakeholders, including local partners (where present) and        aim to establish/strengthen processes and mechanisms at local, district,        and national levels. Promote the participation of children in all        aspects of the response where possible and appropriate.   Contribute to        the development of case studies for the purpose of reporting, advocacy        and media efforts.   The   position holder may be expected to support Shelter and NFI distribution   related activities elsewhere inLebanon. This is contingent upon   needs and resources.
