Human Resources Associate A (Recruitment)   Location Lebanon Field Office Type of Appointment Fixed Term – Project Funded (1 post) Roster (3 persons) Deadline for Application 02 February 2014 Vacancy Announcement Number 03/2014 Grade 12 Department/Division Human Resources / Career Management   MAIN RESPONSIBILITIES In accordance with Agency policy and procedures, the incumbent: (A)     Participates in the recruitment process for Area staff including teaching staff and laborers; participates in interview panels as required; provides advice to Chiefs of Area Offices on recruitment; maintains and monitors “daily paid” rosters within the field; (B)     Screens applications against established criteria and raises discrepancies with concerned departments and advises the Recruitment Officer and/or Human Resources Career Management Officer accordingly; (C)     Prepares vacancy advertisements and ensures compliance with post descriptions and production of effective advertisement material and style; coordinates preparation and administration of technical tests and interviews; (D)     Assists direct supervisor  in coordinating with hiring managers on recruitment plans, ensuring that concerned parties agree on timelines and that recruitments are carried out within the overall recruitment plan; (E)     Prepares and updates the recruitment reports and rosters on a regular basis to include planned tests and interviews, establishment of incumbent profiles, analyses of statistical information and establishment of shortlists; (F)      Contacts candidates, responds to queries, and arranges appointments for interview boards and tests; (G)     Performs such other duties as may be assigned.   PERSONAL & PROFESSIONAL COMPETENCIES (A)   Academic and Professional        A university degree in human resources management, public or business administration or any other related field.   (B)   Experience  At least two years experience in human resources management, public or business administration preferably in recruitment.   (C)   Language         Good command of spoken and written English and Arabic.   (D)   Competencies i)      Proven analytical skills; ii)     Ability to identify needs and implement various recruitment programmes; iii)   High ethical standards; iv)    Ability to establish priorities, coordinate and monitor own work.   DESIRABLE QUALIFICATIONS Formal training in human resources management and recruitment.   ADDITIONAL INFORMATION The incumbent may be required to work beyond normal duty hours. CONDITIONS OF SERVICE Salary: Monthly basic salary L.L. 1,927,699.- Contract Duration: - Fixed term – Project Funded for one year extendable according to availability of funds (one post)     - Roster three persons at Lebanon Field Office Holidays: 30 days annual leave Dependency allowance: Dependent spouse: L.L 60,000 per month     Dependent child: L.L 33,000 per month Pension:  Provident Fund contribution   EQUIVALENCY Candidates with an equivalent combination of relevant academic qualifications, professional training and progressive work experience may also be considered.   RECRUITMENT PROCESS The Recruitment process is based on the Agency’s strategy to obtain the best qualified and suitable employees through a competitive recruitment process. After the deadline for receiving applications, all applications will be reviewed by the Human Resources Office and the Hiring Department.  Only Short-listed candidates who fully meet the required criteria shall be contacted and undergo technical/practical tests and the candidates with the highest passing scores will then be invited to interview (see “Technical and Practical Tests Required” below). The final recommendation for selection is based on the test results, interview assessment, Agency priorities and needs and the candidates’ profiles. If the post is a project funded post (this will be indicated in the vacancy), an internal candidate with a temporary-indefinite or fixed-term appointment selected for this post will not retain his/her current contractual status and entitlements in accordance with current letter of appointment and applicable Area Staff Rules. The Agency maintains the discretion to fill future vacancies for this position from the roster without re-advertising the vacancy.   TECHNICAL & PRACTICAL TESTS REQUIRED Short-listed candidates will sit for two tests: Technical test (100%).
