Shelter Technical Assistant

Solidar Suisse is a non-governmental organisation (NGO) whose purpose is to assist disadvantaged, persecuted and oppressed people in Switzerland and abroad with material support and by helping them to help themselves. The institution established in 1936 works for social justice and fights against exclusion and the division of society. Solidar Suisse has been operating in Lebanon since September 2012 implementing programs in Food Security, Non Food Item distribution and emergency response.    Solidar Switzerland is seeking qualified candidates for the position of Technical Assistant Shelter to implement relief projects in Nabatieh, and Jezzine Districts and monitor activities in the field and report deviations directly to the Shelter Technical Officer.   Background:  Solidar Suisse’s shelter interventions aim to improve the living situation of refugees in Lebanon with a view to designing new interventions in the Shelter sector to respond to identified gaps and emerging issues. Under the supervision of Shelter Technical Officer, the Shelter Technical Assistant will support the development and implementation of the shelter program. This role includes gathering of data for future interventions as well as ensuring routine monitoring of shelter activities, including conducting technical assessments, ensuring proper implementation and monitoring of infrastructure construction. The Shelter Technical Assistant will coordinate with respective local bodies and individuals to ensure high quality implementation and the maximum utilization of project resources.   Primary responsibilities:   Support the Shelter Technical Officer to conduct technical assessments and develop Bill of Quantities (BoQ) Assist Shelter Technical Officer, Shelter Project Coordinator and logistics with procurement and contracts, including tenders for building works  Monitor construction related works in the field; including identifying skills and encouraging a self-help approach within the refugee populations themselves Support the signing and adherence to contracts by beneficiaries, landlords and/or local authorities for shelter activities Ensure the appropriate collection, response and follow up on feedback and complaints by beneficiaries, landlords and other stakeholders regarding shelter projects Support Field Officers in the identification of the most vulnerable families for shelter support Ensure project documents are properly filed and kept secure and relevant databases updated Ongoing monitoring and inspection of construction activities at each site to ensure adherence to agreed quality standards and processes Ongoing monitoring of the delivery, handling and appropriate utilisation of all shelter materials in the field Prepare weekly progress reports to Technical Officer on construction progress, contract status and beneficiary participation levels Prepare relevant field reports that will feed into internal reporting and donor reporting requirements  Other duties as requested by the line manager.   Skills, Qualifications, Experience and Attitude Required A diploma in relevant technical field with two years of work experience Previous experience advising, monitoring and providing quality assurance in construction and/or structural rehabilitation projects and activities. Previous experience in logistics, water and/or sanitation is highly desirable. Excellent oral and written command of Arabic. English is an asset. Previous experience in implementing shelter, construction and/or WASH projects with NGOs/INGOs is an advantage Strong organizational skills and able to coordinate and manage workload Strong negotiation and mediation skills and ability to work independently Computer skills in word processing and spreadsheets Experience in conducting surveys, managing data and statistics is desirable Willingness to travel to various sites in Nabatieh and Jezzine Districts on daily basis Commitment to ensuring the protection of refugees Commitment to humanitarian principles and values
