Shelter Field Officer

Solidar Suisse is a non-governmental organisation (NGO) whose purpose is to assist disadvantaged, persecuted and oppressed people in Switzerland and abroad with material support and by helping them to help themselves. The institution was established in 1936 and works for social justice and fights against exclusion and the divisions of society. SOlidar Suisse has been operating in leabanon since September 2012 implemneting programs in food security, non food item distribution and emergency response.   Solidar Suisse is seeking qualified candidates for the position of Field Officer to implement relief projects in Nabatieh and Jezzine Districts and monitor acitivites in the field. Deviations will be reported directly to the Shelter Program Coordinator. Background: This position will work directly with volunteers and beneficiaries in designated villages in Nabatie and Jezzine to conduct assessments, deliver shelter assistance and monitor projects to improve the lives of refugees from Syria and nprovide critical support to host communities under the direction of the Shelter Project Coordinator and with guidance from the Technical Specialist (M&E). The Field Officer will coordinate with respective local bodies and individuals to ensure high quality implementation and the maximum utilization of project resources. Primary responsibilities:S/he will report to the Shelter Program Coordinator to support him/her in assigned duties, specifically those tasks that relate to project planning, implementation and monitoring according to guidelines stiputlated in the agreement between Solidar Suisse and project donors. Actively engage in the full and coherent coordination, planning, preparation, implementation and monitoring of project with the Project Coordinator, Technical Specialist (monitoring and evaluation) and other team members. Organize and provide orientation sessions for volunteers and local community groups on project outcomes. Conduct social assessments to select shelter beneficiaries and identify and feedback to the Project Coordinator recommendations on the most appropriate intervention for that household Provide ongoing support to, and monitor the work of, volunteers on assessment activities including field visits, checking of assessment forms and checking of weekly reports Liaise with municipalities regarding the selection of beneficiaries for shelter assistance, update them on progress and explain clearly the shelter interventions and how they will work to potential beneficiaries and municipalities to avoid misunderstandings and false expectations Collaborate with the shelter technical staff to arrange signature of contracts with beneficiaries, landlords, and municipalities where relevant Support the shelter technical staff in resolving issues between beneficiaries, landlords and building contractors   Contribute to the development of a rigorous monitoring and documentation of the modalities in order to make better based judgments on their impact and effectiveness Undertake regular monitoring (exit interviews, FGDs, case studies, etc) of the effectiveness and transparency of beneficiary targeting and selection and the quality of implementation throughout the project life cycle Regular follow up of the beneficiary feedback and complaint mechanism to ensure that problems are appropriately recorded and addresse Participate in data gathering exercises to support the Technical Specialist (monitoring and evaluation) prepare qualitative and quantitative reports/matrixes defining project progress, learning, problems and solutions Facilitate timely compliance with budgetary, operational and programmatic regulations and ensure full information sharing at all times. Proactively engage and liaise with local communities, partners, other implemention organisations, and local authorities in project locations. Organize and participate in coordination meetings with local partners and other stakeholders Other duties as requested by the Shelter Project Coordinator   Qualifications and experience A university degree in relevant field. A law background will be favoured. Excellent oral and written command of Arabic. English is an asset. Fully proficient computer skills and use of relevant software and other applications At least three years relevant working experience in a position which included training, social mobilization and external liaison. Excellent organizational skills and ability to prioritize and follow up on issues in rigorous manner Strong communication and teamwork skills, and demonstrable ability to establish and maintain positive internal and external working relations. Able to take the initiative, multitask and meet tight deadlines Experience in implementing humanitarian or development interventions is desirable  Prior experience in report writing, monitoring and evaluation Strong negotiation and mediation skills Computer skills in word processing and spreadsheets Willingness to travel and work at field level at all times Commitment to ensuring the protection of refugees Commitment to humanitarian principles and values
