Duties and responsibilities
Under the supervision of Restart Director and the Project Director, the focal point of the national observatory, participates in the administrative organization, the planning and preparation of the field visits to places of detention which will be conducted by the National Observatory.
Collect reliable information on torture practices following the modalities set by Istanbul Protocol- manual on the effective investigation and documentation of torture and other cruel, inhuman or degrading treatment or punishment.
Ensure the proper utilization of monitoring tools.
Check and systematize all the data gathered for the development and elaboration of an Annual Monitoring Report.
Organize a set of individual meetings with the Lebanese Ministries.
Provide the targeted Ministries with informative and training material.
Organize an Awareness-raising Campaign in the form of a one-day collective event, in order to share the intended objectives of the project and introduce the thematic subjects of the campaign to PMs and representatives from the concerned Ministries.
Identify Parliamentary Members and invite them to participate during an informative Round Table, emphasising on the “UN Guidelines on how to deal with International Human Rights Mechanisms”, with specific focus on those related to fighting against Torture.
Work on the creation of an Inter-Ministerial Committee composed of Lebanese Ministries in order to work towards application of the international commitments contracted by Lebanon in combating torture.
Work with the partners on the creation of a multidisciplinary Support Group, in order to guarantee technical support, follow-up, fundraising and monitoring to the work undertaken by the concerned national authorities in applying international human rights standards.
Work with the support group on the study of the UPR recommendations, including the application of the instruments foreseen by the UN CAT and the UN OPCAT.
Organize a one-day workshop for the multidisciplinary group of state and non-state actors.
Work with the Support Group on the Analysis of the draft law proposed and to lobby for its adoption.
Work with the Support group on the Formulation of a draft law on the Right to compensate torture victims and Right to rehabilitation
Organize the Global Conference addressing Art.14 UN CAT.
Organize a one-day “lobby event” to support the adoption of the law and to lobby for the nomination of the independent experts of the NPM and to monitor over the effective establishment of the NPM and to ensure OPCAT compliance of NPM legislation.
Organize the training workshops for the project’s members and staff.
Post on Restart’s website, on weekly basis, information on torture practices and human rights violations towards persons deprived of liberty.
Identify on the field the main humanitarian organizations, stakeholders, individual legal experts and representatives from the local civil society organizations involved in the sector of human rights and in combating torture and monitoring abuses.
Ask the experts to participate to a National Observatory, aiming to document human rights violations towards persons deprived of liberty and coordinate with them for data collection and verification of its consistency.
Analyze the data collected and make recommendations
Ensure that all beneficiaries are sensitize and aware of their rights to document torture.
Invite all the CSOs identified, working in Lebanese and Jordanian places of detention to contribute to create a knowledge-sharing platform and to give their support for the detection of alleged violations.
Supervise the work of the National Observatory which is in charge of following-up with the legal cases, thus gathering information on the application of judiciary procedures taken for protecting the rights of torture victims.

QUALIFICATIONS, SKILLS AND EXPERIENCE
Educational Requirements
At least a Bachelors degree in Law, International Relations, Social Sciences or Political sciences.
Experience and Skills Requirements
At least 2 years' experience of progressive experience working in similar positions in the humanitarian / development sector
Experience in legal and / or protection work in a humanitarian context
Experience of providing information (desirable)
Experience of community sensitization (desirable)
Ability to analyze information and apply legal / protection principles
Experience of preparing reports (desirable)
Experience of project cycle management (desirable)
Additional Skills and Qualities
Ability to work under pressure and to be flexible
Ability to work independently, and to be proactive in seeking support when needed
Ability to communicate effectively orally and in writing in both English and in Arabic
Strong organization skills, and an ability to prioritize and plan work in order to meet deadlines
Proficiency in use of computers and Microsoft Office software (Word, Excel, PowerPoint)
