Summary
Field Coordinators shall be responsible for:
- Management of enumerators and drivers to ensure a smooth and timely implementation of activities;
- Ensuring that assessment strategies are implemented in a coherent manner;
- Working closely with the Assessment Officer to ensure a high degree of supervision of activities;
- Properly recording all activities according to the processes defined by the Assessment Methodology;
- Conducting daily debriefs with assessment surveyors to collect questions & concerns;
- Providing daily progress reports to the Assessment Officer regarding progress and quality of work;
- Liaising with programme staff of other ACTED departments to ensure adequate information sharing;
- Attending any trainings as requested by the Assessment Officer;
- Ensuring that all data collected by the Assessment Surveyors is uploaded to the centralised database at the end of each working day
1. Programme Support
- Objective 1.1: Field Supervision
The Field Coordinator will ensure that all assessment activities are completed on time and in line with objectives and procedures explained in the Assessment Methodology. He/she shall make sure that all data collected in the field is uploaded to the centralised assessment database to allow for quality checks by the Assessment Officer.
The Field Coordinator shall undertake regular field visits to ensure that:
Activities are correctly completed across the areas of intervention and that expected standards are met;
Challenges to implementation are addressed and/or reported to the Assessment Officer in a timely manner;
Targets as stated in the work plan are met within a timely manner.
- Objective 1.2: Support to Assessment Coordination
The Field Coordinator shall support the Assessment Officer in the development of the assessment work plan and schedule, and manage the day-to-day running of the activities mentioned therein. Moreover, he/she shall liaise with the relevant ACTED/FLAT department whenever necessary, ensuring that ACTED/FLAT teams are given clear communications regarding assessment documentation.
- Objective 1.3: Management of Field Staff
The Field Coordinator shall be responsible for the day-to-day management of Assessment Surveyors and for ensuring that all field teams are comprehensively briefed on the objective, expected outputs and that the overall implementation strategy of any given activity is clearly understood. The Field Coordinator shall ensure that Assessment Surveyors participate and fully understand any training activities conducted prior to the implementation of data collection activities.
2. General Functions
- Objective 2.1: Maintenance of Comprehensive Assessment Documentation Filing
The Field Coordinator shall ensure all relevant filing is properly organised, up-to-date and complete for all REACH activities. He/she shall, also work closely with the ACTED/FLAT teams to support project reconciliation exercises.
- Objective 2.2: Facilitation
Whenever required, the Field Coordinator is expected to facilitate trainings or attend coordination meetings. Moreover, he/she should be in a position to present the Project’s global and programmatic strategies and activities in local fora or for Local Authorities.
Accountability to Communities and Beneficiaries
The Field Coordinator is responsible for ensuring that all relations with the communities we work are conducted in a respectful and consultative manner. Due attention must be paid to ensuring that communities are adequately consulted and informed about ACTED programme objectives, activities, beneficiary selection criteria, and methodologies. This is the responsibility of every ACTED staff member.
Work Plan
The Field Coordinator will be responsible for overseeing data collection on a day to day basis, in this capacity the daily schedule of the Field Coordinator will be as follows:
Briefing enumerators on daily itineraries.
Ensuring a sufficient number of vehicles to meet the needs of the enumerators.
Ensuring a sufficient number of enumerators, otherwise inform Assessment Officer of need for recruiting more.
Providing the enumerators with maps of the areas targeted for assessment.
Supporting enumerators in the case that problems are faced with the ODK / smartphone platform.
Conducting random quality checks on data collected in the field and if an Assessment Surveyor is consistently underperforming the Assessment Officer is to be informed immediately.
Ensuring that enumerators upload all data collected at the end of each working day.
Collating enumerator attendance sheets and vehicle log books and validate before providing to the Assessment Officer.
Note:
The Field Coordinator may be required to work evenings / weekends in order to fulfil his / her duties;
It is likely that in some cases the Field Coordinator may be required to stay on mission overnight.
It is essential that the Field Coordinator is able to keep the nature of his/her work confidential
