Information Management Officer Emergency Division

ACCOUNTABILITIES Line manager: Regional Safety Coordinator General objective of the position: The IMO is responsible for all data management processes within HI’s project in the region.  S/he must ensure the smooth running of the data collection, data input, data analysis and reporting aspects of the data management process. This includes overall responsibility for centralizing data questionnaires from field teams and applying a quality control process to ensure the quality and accuracy of the data before it is inputted in to the database.  Tasks and responsibilities:  1.     Database set-up and information management -         Create a  database compiling all info gathered by field teams -         Ensure the functioning, update and maintenance of database -         Maintenance and update of the software according to needs -         Adjust the database format if needed or create new databases according to needs -         Guarantee the accuracy of information contained in Database through regular supervision of the database assistants’ work in the region -         Ensure safe keeping of all data produced -         Provide IT technical support to teams, according to needs  Data check and data entry -         Verify on a daily basis the information reported on (paper or electronic versions) brought back from field by the Team Leaders (forms should be completely filled, information must be accurate consistent and reliable) -         Coordinate with the Team Leaders if information is missing -         Rigorously enter all the data in the database -         Guarantee the accuracy of information contained in database through: Data entry of new information in a timely manner Regular cross-checking of the information to avoid gaps, overlap or duplication  3.     Data analysis and mapping -         Produce on request relevant information extracted from the database, such as statistical figures, mapping or pre-filled reports -         Using a mapping software, produce regular mappings -         Research and analyze relevant socio-economic data in order to help prioritise social target groups and geographical areas  4.     Reporting -         Maintain accurate records of data collected along the project. -         Write weekly activity and progress reports -         Participate to the elaboration of the monthly sitreps  5.     Human Resources -         Support the database assistants through capacity building, regular follow up on their data entries, compilation of all data entries -         Train the database assistants in each country  in order for them to update the database as clearly and correctly as possible and in a way enabling the production of reports  THE CANDIDATE’S REQUIREMENTS  Mandatory Qualifications required -         Degree in cartography, geology or GIS (not mandatory if practical experiences in GIS work related) -         Strong theoretical & practical knowledge in geographic information system (GIS) management, particularly in GIS hardware and software (such as ArcView, ArcGIS, etc.) requirements analysis, GIS database design, GIS data analysis -         Strong theoretical & practical skills in database design and management (SQL, Access, Excel, Postgre) -         Very good knowledge of google earth & google map -         Experience in CAD and graphic design software (Adobe, etc) -         Experience in computer programming Desirable Qualifications required  -         Working experience in NGO -         Master Photoshop, Corel Draw or equivalent software  Languages -         Written & spoken in Arabic and English mandatory  Computer skills -         Excellent computer skills (see mandatory qualifications above)  Personal qualities & soft skills -         Ability to create trustful work relations in a small team -         Ability to work in difficult and tensed security contexts -         Strong interpersonal and communication skills -         Commitment and capacity to empower staff -         Experience in working with communities and project management -         Good organization skills -         Initiative
