Monitoring And Evaluation Specialist

General Description: The Monitoring and Evaluation (M&E) Specialist will report to the Project Director and have strong capacities in needs assessments, monitoring performance of the project, and rigorously tracking and evaluating impact. The M&E Specialist develops and carries out monitoring and evaluation strategies and procedures for the project and leads the staff's effot to document progress, effectivess and impact for donor requirements, in revising current data tracking processes and tools, and for use in developing and tracking new project activities. The M&E Specialist should have experience in the evaluation sector and in the field of international development, and will be knowledgeable of results frameworks, project monitoring plans, and common indicators as applied to USAID projects. Specific Responsibilities: 1. Design In collaboration with the technical staff, maintain the performance monitoring and evaluation plan for the program, indicators, data collection methodologies, tools and reporting protocol; conduct in-house staff training as needed. 2. Monitoring Establish project monitoring systems, including overall design, instrumentation, data collection/aggregation, and analysis. Oversee the quality and processing of data collection where required. Review, improve upn and disseminate general project reporting guidelines for all project reports. In collaboration with technical staff review project reports for quality and to ensure that reports and other project documents capture progress, effectiveness, and impact; ensure that results of report reviews are fed back to the project staff. Develop internal databases and add to existing knowledge management systems in order to fully track and capture project successess, results, and/or challenges. Ensure Compliance with program standards required by external oversight agencies. 3. Evaluation Develop overall strategy for program evaluation systems. Working with World Learning Program Manager and Project Director design scopes of work, methodologies, timelines, products and deliverables, manage external consultants, interact with donors when needed, review products for quality. Assist the Project Director and technical staff with organizational needs assessments, including the facilitation of M&E assessment exercises, analysis of assessment data, and assessment reporting of results. Required Qualifications: Bachelor's degree in a field related to international development. Minimum of five years relevant experience working in the field of Monitoring and Evaluation. Demonstrated experience in M&E design, applied research, indicator development, strong analytical skills, understanding of donor requirements - particularly USG. Excellent oral and written English communication skills, as well as inter-personal, inter-cultural and teamwork skills. Sound judgement, strong initiative, ability to work independently as well as mentor and provide training to others. Good computer skills essential, including Word, Excel, project and database management, statistical packages.
