To ensure effective financial management and reporting within Lebanon humanitarian response programme.
JOB PURPOSE: To be responsible and accountable for the day-to-day operation related to a defined accounting area.

DIMENSIONS:
Manages the day to day operational financial activity for a complex operating unit to achieve the job’s defined areas of responsibility.
Contributes to developing and delivering targets and plans within the operating unit (i.e. country or region)Interprets financial information; provides analyses and advice to country and/or regional managers, and sometimes senior head office managers on a range of complex issues including managing legal compliance and financial risk.
Interprets and analyses reports for the job holder’s area of responsibility on behalf of senior managers and sometimes for a wider audience or the whole affiliate.
Manages and/or contributes to project work.
Produces reviewed procedures.
Influences managers to work differently / adopt procedures and maintain standards.
May also manage one or more other functional areas such as facilities, logistics, administration or purchasing.
KEY RESPONSIBILITIES:
You are responsible for the overall financial management of the Oxfam Novib Syria Crisis Response in Lebanon, including grants to partners and ON office expenses budget.
Prepare monthly expenditures tracking sheet and updating the overall Response budget to be shared with Oxfam Novib team in Lebanon
In cooperation with local partner organisations, you are responsible for preparing the budgets and financial reports to be sent to the donors (such as OCHA/ ERF, DFAT, and ECHO) and internal departments.
You will ensure financial compliance with Oxfam Novib and donor policies
Make regular visits to partner organisations to ensure financial management systems, documentation and reports are of the required standards
Assess partners' financial and organisational capability, accountability and transparency procedures, and assist Humanitarian Programme Officer on capacity building plan and implementation.
Track and update partners’ budgets and expenditures, reviewing and checking their finance reports, ensuring financial compliance.,
Provide training and technical assistance to partners in the accounting procedures and policies where and when needed.
Responsible for maintaining an inventory list for purchased assets and for updating the list when new assets are purchased or sold and registering the assets on the system.
Responsible for the audit agreements for donor contracts and partners.
Perform administrative tasks
Work closely with the team in Lebanon and with other relevant Oxfam Novib departments and carry out other duties as requested.
SKILLS AND COMPETENCE:
Manages resources and deadlines with minimum supervision.
High level of initiative and able to work independently
Intermediate qualification in mathematics/ accounting or equivalent years of work experience
Good communication and interpersonal skills. Ability to work and communicate effectively with partners/beneficiaries to insure compliance with Oxfam Novib policies and procedures.

Shows evidence of high level of planning skills and you work in a result-oriented and methodical manner.
Responsible, flexible and adaptable. Ability to adapt to a fast changing environment and numerous, at times competing work demands.

Excellent knowledge of accounting.
Strong organisational skills, detail oriented with ability to produce accurate work under tight deadlines.
Proven experience working in a similar role in a small finance team.
Solid background and knowledge of rules and regulations of institutional donors such as ECHO, UN funding...etc.
You can demonstrate several years of working experience related to (global) development organisations and/or (global) networks.
You are able to make independent financial analyses of development programmes, and can evaluate these against the political and socio-economic context within which they are carried out.
You have a strong command of spoken and written English and Arabic. Command of French is also an asset.
You have a good insight into (financial) management issues in NGOs.
You have good computer skills; including accounting software
OTHER: This job is for an initial 6 months, extension dependent upon funding.
