JOB DESCRIPTION
Under the supervision of the Livelihoods Manager, the Cash for Work officer is responsible to provide assistance in, and assume responsibility for, the daily technical planning, supervision, implementation, monitoring and reporting of the cash for work activities and for ensuring proper coordination with the community and municipalities.
Specific Duties and Responsibilities :
The Cash for Work officer will be responsible for achieving the following duties:
Support the Livelihoods Manager in planning and implementing cash for work activities, to ensure that they are completed within the given timeline and achieved the intended targets;
Under the guidance of the Livelihoods Manager, consult with municipality leaders and community members, as well as with the IRC Livelihoods and the Protection teams, Manager for the identification of needed and viable Cash for Work initiatives;
Prepare bill of quantities in consultation with municipalities and the IRC Logs Officer;
Help in the identification and selection of Cash-for-Work beneficiaries;
Supervise and follow garbage collection and other Cash-for-Work schemes as per activity guidelines;
Maintain Cash for Work records, attendance sheets and cash for work agreements, as per activity guidelines;
Supervise the dislodging and waste management in area of intervention;
Maintain contractors records, coordinate with beneficiaries and contractor to plan field dislodging activities regularly followed;
Receive Cash-for-Work supplies together with the Logs Officer, and make sure they match Program needs (in quantity and quality);
Prepare plans for the assignation of Cash-for-Work supplies and – if necessary – the storage in warehouse in coordination with the Logs Officer;
Ensure that the supplies (including garbage bins) are placed appropriately and used properly by community members;
Ensure that Cash-for-Work, tools and equipments and garbage bins are in working condition and available on site during the entire duration of the intervention;
Ensure that the weekly/monthly work plan is respected on the field;
Draft weekly and monthly reports;
Ensure regular coordination with all stakeholders at the community level;
Liaise with the Livelihoods manager, Logistics and Finance officers regarding financial projections, procurement, payments and necessary documentation;
Assist weekly/monthly coordination meetings together with the other members of the Livelihoods Team as requested by the Livelihoods Manager;
Report on the progress of the work to the livelihoods manager;
Report issues and constraints arising from project implementation;
Identify areas for possible activities improvement;
Knowledge and experience required:
BA in social Science and experience in environmental issues and waste management are required.
Minimum of two years’ experience in a related field
Previous experience in supervising cash for work schemes highly preferable
Strong communication and interpersonal skills
Ability to work under pressure, independently and with limited supervision
Very good computer skills (Word, Excel, Access)
Fluency in written and spoken Arabic is a must.
