4 Surveyor/monitoring Assistants

Reporting to: Monitoring & Evaluation Officer NGO PRESENTATION   Handicap International is an independent and impartial international aid organisation working in situations of poverty and exclusion, conflict and disaster. Working alongside persons with disabilities and other vulnerable groups, our action and testimony are focused on responding to their essential needs, improving their living conditions and promoting respect for their dignity and their fundamental rights.   Handicap International is a not-for-profit organisation with no religious or political affiliation. It operates as a federation made up of a network of associations that provide it with human and financial resources, manage its projects and implement its actions and social mission.   HI has been present in theMiddle Eastsince 1987 through its Development Department. HI started from early April 2012 a new project at the regional level aiming at the recognition and respect of the rights of PwD by the authorities and institutions, through the reinforcement of the Disabled People’s Organisations (DPO) and the disability movement at large. In Lebanon, in addition to the regional project, HI has been implemented a project aiming at improving the access to mental health rehabilitation services for the children with psychological distress living in the Palestinian camps. At last, in 2010, HI established the only humanitarian demining capacity in northern Lebanon (Batroun Region) Action Center (LMAC) in achieving its goal of making Lebanon mine impact free by 2020.      MISSION CONTEXT   Following the yearlong crisis in theSyrianArabRepublic, that has caused the displacement of civilians inTurkey,LebanonandJordan, Handicap International is implementing projects inLebanonandJordan, aiming at mitigating the impact of the crisis on the Syrian refugees and the host communities. InLebanonas well as inJordan, Handicap International aims to improve the access to emergency rehabilitation cares for the Syrian refugees at hospital and community level and to improve the coverage of the specific needs of the most vulnerable people affected by the crisis at the community level. InLebanon, the targeted areas are the northernBekaaValleyandTripoli, whereas inJordan, the targeted area is the northern region closed to the boarder.   In Bekaa, Handicap International aims to improve the coverage of basics and specific needs of the most vulnerable people affected by the crisis at the community level, and by developing a tailored response to improve conditions of life during winter period. In Tripoli, Handicap International aims to provide direct support to syrian injured refugies at hospital and community level. Besides, HI aims to improve the coverage of specific needs for vulnerable persons in the North.    ACCOUNTABILITIES   Based in Zahle, with daily movements on the field in the Bekaa Valley/North Governorate, under the direct responsibility of the Monitoring and Evaluation Officer, you will:    1.       Monitor HI’s activities   -       Under the supervision of the Monitoring and Evaluation Officer, participate in the logistical and administrative organization, the planning and preparation of the evaluation and monitoring visits. -       Carry out the monitoring and collect information at household level, following the modalities set by the higher management and/or discussed and agreed staff recommendations. -       Ensure with the supervision of the Monitoring and Evaluation Officer that the key indicators of activities are monitored. -       Ensure the proper utilization of monitoring tools. -       Ensure that the monitoring is done as planned with the Monitoring and Evaluation Officer. -       Make quick or extensive field evaluations using HI’s assessment tools, especially: Identify on the field the main humanitarian organizations, stakeholders and experts involved in the sector evaluated and coordinate with them for data collection. Identify local resources that can assist in the preparation and implementation of HI’s activities. Analyse the humanitarian situation and make recommendations to improve the programs Ensure that all beneficiaries are sensitise and aware of the projects modalities. -       Ensure the entry of all data collected into the monitoring system/database. -       Participate in compilation and analysis of the data collected. -       Participate on the elaboration of the monthly monitoring report under the supervision of the Monitoring and Evaluation Officer.   2.       Ethic and professional practice:   -            Respect beneficiary confidentiality. -            Respect and promote HI’s Policies and report to your line manager any non respect of HI’s policies amongst the teams or partners. -            Address needs and requests in a professional way. -            Report any incident or act that causes any harm to beneficiary or to others. -            Always interact with children with the presence of their parents or caregivers -            Always respect a refusal of treatment.   3.       General   -            Demonstrate motivation at work. -            Demonstrate willingness to improve own knowledge and skills by participating actively in any training sessions, capacity building activities… -            Participate in the different activities that are common to all team members -            Respect each team member’s positions, work, and specialty -            Adapt to special situations or demands from supervisor (reporting, etc)     THE CANDIDATE’S REQUIREMENTS Experience in data collect Experience in community approach projects Good knowledge of Bekaa Good writing skills in English and Arabic / Excellent reporting skills Good command of written and spoken English (knowledge of French would be an asset). Good communication capacities Good networking capacities Ability to manage an important work load Good computer skills and Microsoft applications (Word, Excel, Powerpoint, Access, etc) Good research skills
