Budget Officer

Under the supervision of the Chief of SPPM&E, performs a variety of specialized tasks in support of the preparation, monitoring, and control of the budget, involving several different sources of funds and several programmes.   Major Duties and responsibilities: Ensure all budgetary allocations are received and entered into the system (VISION) under relevant programme components for relevant years; rephase and re-allocate funds as instructed and produce regular periodic financial management reports as required. Provide oversight, monitor fund utilization; update the monthly CMT management indicators; alert the Deputy Representative, Chief SPPME and relevant sections of any significant inconsistencies and/or short-falls in the financial performance and ensure budgets are used in a timely manner so that funds are not lost on expiry. Monitor the status of donor reports for using VISION, KRI and BI reports. Alert the Chief of SPPME of outstanding emergency donor reports. Check programme codes and scopes and relevant focus areas. Ensure all budget allocations are within approved ceiling. Receive and compile/tabulate Performance Reports as required by the Chief SPPME or the Deputy Representative. Answer relevant VISION and budget management queries and assist in referring complex issues to relevant RO/HQ sections/staff ensuring that all such queries are fully addressed in a timely manner. Provide one-stop facility for all documentation related to grants as per audit requirement and open/update existing grant files with submitted documents. Working conditions:   Post is office- based, with travel to project sites.     IMPACT AND CONSEQUENCE OF ERROR No decisions are made relating to financial management or allocation / disbursement of funds without consultation. Errors in management of financial resources or provision of incorrect advice to management can result in poor decisions, delaying programme implementation and causing reputational damage, including with donors. INDEPENDENCE Supervisor provides specific instructions for new assignments and reviews work regularly for accuracy and soundness. WORK EXPERIENCE Five years’ experience in budget or financial-related work of the organization. Experience in using an ERP system would be an added advantage. Knowledge of automated budgeting and accounting systems and of the budget preparation and implementation processes in the organization. Good knowledge of computer programmes particularly Microsoft Word, Excel and PowerPoint. LANGUAGES Fluency in English and Arabic required.
