Hr Legal Advisor - Beirut

Background The Danish Refugee Council (DRC) is a humanitarian, non-governmental and nonprofit organization, founded in 1956, that works in more than 30 countries around the world. DRC has been operating in Lebanon since 2004, working with Palestinian and Iraqi refugees, as well as Lebanese communities affected by the war in 2006. DRC is committed to basic humanitarian principles; including impartiality and neutrality, and offers the highest standards of accountability to the people it serves.   DRC Lebanon has been assisting the Syrian displaced, fleeing Syria into northern Lebanon, since May 2011, and the Bekaa valley since February 2012. This assistance has come through the provision of food and non-food items, various outreach activities and rehabilitation of collective shelters.   DRC has over 400 employees in Lebanon and is inviting local candidates to apply for the position of HR Legal Advisor, to support management of its human resources in Lebanon.   Duties and Responsibilities Reporting to the Head of Admin and HR, the HR Legal Advisor will advise on all aspects of human resource management in compliance with Lebanese law and DRC and donor regulations.   Provide legal advice on: Changes to DRC HR policies and procedures relating to national staff within DRC Lebanon; Appropriate disciplinary action to take against employees found guilty of failure to perform their duties in accordance with the terms of their contract or the DRC Code of Conduct; Legal cases brought against DRC by current or former employees; Cases being processed by the DRC Code of Conduct Committee with an HR legal implication; Contractual arrangements with employees, consultants, volunteers and casual workers of DRC; Registration, taxation and contractual arrangements for Palestinian and Syrian workers; Visa, residency and registration requirements for expatriates working for DRC in Lebanon.   Other duties and responsibilities: Manage the process of employee registration with Ministry of Finance and NSSF; Verify that deductions from monthly payroll have been calculated correctly and remit payments to the Ministry of Finance and NSSF on time and using correctly filled forms; Establish a relationship with the Ministry of Finance, Ministry of Labour and NSSF to ensure a professional relationship to facilitate registrations and payments; Design and if necessary implement a plan for gradual or sudden downsizing of the organisation including filing the required documentation with the Ministry of Labour and informing affected employees in compliance with Lebanese law; Translation of letters, contracts and policy documents from English to Arabic and from Arabic to English and verifying the accuracy of translations of a technical nature.   Required qualifications: Undergraduate degree in law, specializing in HR law 5 years’ experience working in a legal capacity for a business, legal consultancy firm or NGO Excellent critical thinking and problem solving skills Proven ability to communicate effectively with offices/staff Ability to effectively manage multiple activities simultaneously and meet deadlines Excellent communications skills (written and oral) in both English and Arabic Willing to travel regularly throughout Lebanon Starting date: Candidates should be available to start from February 2014 Conditions: DRC offers a competitive local salary and benefits package. The position will require full presence in the Beirut office from Monday to Friday, in addition to weekends when needed.
