Save the Children currently implements programs in Child Protection, Education, CRC, Health and Nutrition, Food Security & Livelihood, Shelter, and Emergency Response throughout Lebanon.
Save the Children is seeking qualified candidates to fulfill the following positions, for its Lebanon Country Office, in the following locations Beirut, Tripoli, Akkar and Bekaa:
JUSTIFICATION
The number of Syrian refugees (registered and awaiting registration) in Lebanon is more than 730,000 and is expected to reach 1,000,000 by the end of 2013. With refugees spread in over 1400 locations across the country, and Save the Children Lebanon (SCI-Lebanon) expecting to providing a wide range of interventions in over 200 locations, the need for effective coordination of information sharing within the program and to other agencies is becoming increasingly crucial. There is an urgent need for information management services in the collection and dissemination of data, and the development of information systems, to support SCI-Lebanon operations in both the Syrian response and the on-going development work.
The Information Management (IM) Coordinator will support and work closely with the different Field Offices and Sectors and partners to set standards for operational, geographical and population data in the country. The IM Coordinator will identify new information and data requirements and support the operation and partners in gathering, organizing and sharing this information.
PART 2 – POSITION REQUIREMENTS
2.1 ORGANIZATIONAL CONTEXT.
In close coordination and consultation with the Operations Director and Director for Program Quality and Development and the various Information Management teams in Lebanon , and, as applicable, relevant units at Regional Offices and Member Headquarters the Information Management Coordinator will be responsible for maintaining, updating and implementing a country-specific Information Management strategy.
S/he will be responsible for broadly supporting the production and dissemination of information on the population of concern to the Office in Lebanon, including, but not limited to Protection and Programme information, especially from a technical data analysis and visualisation point of view.
While individual sectors and Field office staff will be responsible for the gathering of beneficiary data, the Information Management Coordinator will assist in the analysis and dissemination of population information. S/he may supervise and train data collectors or data entry personnel and participate in the on-going country programme dialogue on needed information, its processing, presentation The Information Management Coordinator will collaborate with the IMO (P3) who liaises with sector leads and partners to gather information for further analysis and dissemination and identify information gaps. Where information gaps exist, the Information Management Coordinator may help setting up primary data collection systems and organise needs assessments, which may also involve other stakeholders.
The Information Management Officer will support the coordination of information management activities relevant to all aspects of the operation and across organizations. The Information a Management Coordinator will also be responsible for managing the on-going development of Information Systems, including defining in-house and outsourced data collection or processing functions as agreed by the SMT

SCI Lebanon has a clear and comprehensive Information Management strategy which guides all IM activities in the country.
SCI Lebanon Information team has stepped up to its leadership role in providing quality Information Management services and delivers reliable, accessible and user-friendly, relevant, predictable, appropriate and timely delivery of information.
Global data standards, and where appropriate, the establishment of country-specific common data standards are adopted by SCI Lebanon, and its partners including UNHCR and UNICEF.
The Office’s capacity to deliver high quality reports to SMT programme teams and donors will be reinforced.
Responsibility (process and functions undertaken to achieve results)
In collaboration with the Director of Operations, Director of Programme Development and Quality ,TA teams Field Offices, the Information Management Coordinator Lebanon will):
Ensure tools are in place to provide appropriate IM support to inter-sector (and inter-agency) coordination in the main five areas: Shelter, Health, FSL, Education and Child Protection Distribution, Coordination, Population Data Systems, Needs Assessment Systems and Monitoring Systems.
Provide review and feedback on reporting by liaising with different units of the office in order to ensure consistency of figures, messaging and formatting and help create and disseminate country-specific templates for information products, in line with those in use in the rest of the region.
Advise the SMT and Field Offices and humanitarian partners on the effective collection of information, including mapping humanitarian needs and response.
Support the office in the analysis of processed data and information and perform data quality and consistency control.
Provide Information Management support to overall interagency coordination
Develop and maintain Information Management tools for support to sector leaders
Promote data and information sharing within the humanitarian community as well as the adoption of global data standards, and where appropriate, the establishment of country-specific common data standards. To this end, maintain data and information-sharing relationships within the humanitarian community and with relevant governmental bodies.
Identify and obtain the needed data and information elements required to produce standardized information products and design and manage respective data/information collection plans for baseline and context-specific data.
Design and implement a structured dissemination plan for all information products and services as appropriate (e.g. web portal, mailing list, information centres, etc.) including the definition of standard operating procedures for clearing information products for release.
Support needs assessments across all sectors and participate in joint needs assessments with other partners. Support operational leads in making methodological decisions about how to conduct needs assessments.
Perform other duties as required.

Assist in the recruitment,training and on-going support of data collectors and data entry personnel, if requested.
2.3 REQUIRED COMPETENCIES, which illustrate behaviours that are essential to achieving deliverables described above, and that are critical to successful performance. 2.4 ESSENTIAL MINIMUM QUALIFICATIONS AND PROFESSIONAL EXPERIENCE REQUIRED. Define the educational background, the relevant job experience and the language(s) that are essential to perform the work of the position.
University degree in development, social sciences, information technology, demography, statistics or other areas.
Certificate in GIS, remote sensing, geography, or other related field
Experience with relevant software such as Esri, ArcGIS, Mapinfo, Quantum GIS, SPSS, EpiInfo6 , SQL Server, and/or proGres
Knowledge of hand held devices preferably in ODK technology
Knowledge of protection-related guidelines, standards and indicators.
Demonstrated ability for leadership in the context of partnership building and consensual decision-making.
Excellent English, both written and oral.
Ability to understand programmatic needs and identify the appropriate information and datasets needed.

Work experience with international organizations (e.g. UN agencies, INGOs, IOs, bi-lateral cooperation agencies, etc.).
Proven experience in providing effective Information Management during emergencies
Experience in web design and software development is an asset.
