POSITION SUMMARY:
Under the overall direction of the Program Manger, the key role of the WASH project manager is to review, monitor and coordinate the project activities. The WASH project manager will oversee the project’s objectives and quality control throughout the project’s life cycle. This will namely include defining and designing assessments of water and sanitation-related activities in close collaboration with field-based staff.
ESSENTIAL JOB FUNCTIONS:
In coordination with WASH Program Manager and Area Managers in the area of intervention, design and conduct assessments of water and sanitation facilities at schools and community levels to identify rehabilitation requirements, including but not limited to tank installation, rain water harvesting systems, waste management, filter provision, and connection/repair to water supplies;
Develop purchase requests and/or detailed bills of quantity for rehabilitation projects and relief items to facilitate procurement process;
Draft and launch the contracts or compile and review tender documents to purchase the raw materials.
Oversee internal Mercy Corps procurement processes to secure materials, transport to target area, provide, install, etc. based on requirements;
In coordination with Operations and WASH Teams, identify and secure service contractors to implement rehabilitation activities based on clear scope of work and deliverables, completing the necessary paperwork;
Assist in the implementation of the action plan, review achievement and constraints and provide feedback accordingly;
Prepare quarterly and inception reports, work plans and regular donor progress reports for the WASH projects.
Identify and manage project dependencies and critical path. Based on this analysis, defining, following up and updating the implementation plan (Gantt Chart and follow up tools);
Contribute to the development of Mercy Corps expertise in WASH Projects: capitalization of experiences, writing reports/notes about proposal of improvement, defining any technical survey, opinion polls and/or impact survey
Establish, implement and monitor a specific supply policy mechanism to follow up the rehabilitation materials supply and day-to-day consumption in the working sites.
Ensure the implementation and the follow up of the stock management policy on a timely manner, by the project officers and the assistants.
Contribute to new project development include concept notes and proposals;
Adhere to SPHERE standards, Do No Harm procedures, Mercy Corps’ Gender Equity policy, and other relevant humanitarian guidelines;
Follow the Mercy Corps’ Program Management Minimum Standards;
Participate in internal office and external coordination and planning meetings and workshops;
In Addition:
Previous experience working on Water and Sanitation-related issues and/or refugee response.
Engineering background and work experience valuable.
Maintains strong understanding ofLebanon’s municipality and national-level structures, including issues related to Water and Sanitation.
Holds strong relationships and connections to international and national entities working on Water and Sanitation issues.
Must have excellent written and verbal English and Arabic Skills, including be able to write reports and proposals.
Experience completing Bill of Quantities (BOQs), service contracts, and other technical documentation, etc.
Ability to oversee engineering-focused rehabilitation work.
Must be computer-literate, particularly in programs such as Word and Excel.
Strong organizational skills required, as is the ability to work independently and take initiative.
Must be willing to travel throughoutLebanon.
