Database Officer

SCOPE OF WORK: Position objectives: The main objective of this position is to ensure that information on beneficiaries is entered, organized and regularly updated in user-friendly databases. RESPONSIBILITIES: Under the direct supervision of the M&E Manager, the Database Officer will: Assist in the process of constructing an ERD Beneficiary Database: Produce a technical report covering all aspects of the database development process and definitions of codes, variables and copies of any software programme written. Produce SOPs on the use of the database and/or training materials for training on relevant staff on the use of the database. Train IRC (ERD team) and partner/s staff on the use of the databases. Ensure accurate and consistent entry of data received from field staff and partner/s into database/s Assist the M&E Manager in performing data analysis and producing statistical and graphic reports Maintain and further develop the structure or format of the database/s as required, incorporating suggestions and amendments from ERD team and partners, under the M&E Manager’s guidance Provide additional updates and data analysis as requested by the M&E Manager Provide technical support to IRC and partners’ staff on the specific data required from them in relation to the different indicators they are monitoring (telephone support or travel to other offices) as required. Develop and maintain Standard Operating Procedures (SOPs) for documenting the various steps followed in developing the Database and how to use the Database for IRC and partner organizations. Develop and maintain a shared space and web interface for the Database/s. Maintenance of the MS Access/Excel database/s mentioned above and other/s as required Database of all households applying/considered for ERD assistance Database of beneficiaries’ feedbacks and case management Database of households monitored Database of referral cases Other The staff member will also work in close collaboration with the ERD program’s main partner and may have to spend specific days at their office in Beirut IRC will provide the staff member with a work station, a laptop, email address, specific programs needed for his/her accomplishment of the above deliverables, etc. Other duties as assigned by the supervisor to enable and develop IRC programs  Professional Standards All IRC staff are required to adhere to THE IRC Way Standards for Professional Conduct and the IRC country employment policies.   WORK EXPERIENCE Experience in programming Microsoft Excel and Access Databases Minimum 3 years of significant experience analyzing data and producing reports Experience in training project personnel in the use of database management software applications Experience in writing and maintaining database design and documentation and operating manuals and SOPs   COMPETENCIES Ability to use software for database design Ability to design the structure of the database and write interfaces Maturity and professional ability to handle sensitive information and ability to respect the confidentiality of such information while working IRC and even after the contract ends.   WORK ENVIRNOMENT: Travel and other requirements: Staff will be based in Beirut with some travel required between the field office and the main IRC office in Beirut.
