Internal Auditor - Beirut

Background DRC is an International non-governmental organisation, which provides protection and promotes durable solutions to refugees and displacement affected populations over the world.   DRC established its operations in Lebanon in 2004 with the objective to provide protection to the Palestinian refugees and later on extended its activities to education and livelihood support. Iraqi refugees and Migrant Domestic workers have also been assisted similarly in the past years through local NGOs. Since May 2011, DRC has been actively involved in the Lebanon emergency response to the Syrian crisis with presence in the North, East (Bekaa valley) and South of Lebanon. The DRC response is designed around 4 major sectors: Food/NFI distribution, Protection, Shelter and Livelihood support. As such, DRC is positioned in Lebanon as the main implementing partner of UNHCR, WFP, ECHO and DANIDA, managing an emergency portfolio of aprox. 90 million USD. DRC is looking for two experienced and dynamic Internal Auditors in Beirut, Lebanon.  Responsibilities Evaluate the soundness, adequacy, and effectiveness of all operating policies, procedures, and controls of projects within DRC Lebanon, in the areas of finance, HR, administration, logistics and procurement and in accordance with DRC’s operational standards as expressed in the DRC Operations Handbook and other guidelines in the DRC Accountability and Quality Management system (ref. Operations Handbook chapter 3 and related tools as well as parts A, B, C & D of the handbook). At the direction of the Country Director, the Internal Auditor will investigate allegations and conduct investigations into suspected fraud. Ascertain that there is an adequate internal control system to ensure the integrity and reliability of financial information provide DRC’s donors’ confirmation that DRC is in compliance with laws, regulations and DRC regulations.  Determine whether DRC Lebanon is providing good value for money in its program implementation. On an ongoing basis, advise management on matters related to internal controls as well as internal policies, client regulations and local laws. Develop recommendations arising from internal and external audits and evaluations into actionable steps which management can undertake and implement. Prepare internal audit reports for submission to the SMT Lebanon team. Provide audit support and guidance on project specific external audits. Conduct trainings on topics such as strengthening internal controls, fraud detection, and managing external audits while contributing to the development of training materials and resources. Keep up to date on donor compliance rules and regulations and on developments in internal auditing procedures. Any other jobs as requested by the Emergency Operations Manager.   Requirements Advanced financial or audit qualification such as ACA, ACCA, CIMA, MBA Finance. Full proficiency in spoken and written English. Proficiency in Arabic is an advantage. At least 3 years’ experience working as an auditor, preferably including experience in an internal audit function and in the NGO sector. Experience working in the Middle East is a strong asset.
