 PREMIERE URGENCE   AIDE MEDICALE INTERNATIONALE                                                            Shelter Project Manager                         Application deadline: december 23rd   Première Urgence - Aide Médicale Internationale (PU-AMI) is a non-profit, non-political and non religious humanitarian NGO. Its objective is to bring about a global response to the basic needs of populations suffering from acute humanitarian crisis and to allow them to recover their autonomy and dignity.   Today, PU-AMI is intervening in 22 countries in Africa, the Near East, Caucasus, Asia and the Caribbean to cover the needs of populations affected by conflict, natural disasters or economic crises.         PU-AMI in Lebanon   PU-AMI has been active in Lebanon by implementing emergency and recovery projects in Water, Sanitation and Hygiene, Shelter Rehabilitation, Food Security  and in Livelihood Recovery sectors.   PU-AMI has developped a strong response to the humanitarian impact of the Syrian Crisis in Lebanon with the deployement of multi-sector activities including shelter, Water Sanitation and Hygiene (WASH), Food Security and health activities. PU-AMI is currently working in the North of Lebanon (Akkar), in the center of Lebanon (Beirut and Mount Lebanon) and in the South (Saida).   In Beirut and Mount Lebanon, PU-AMI is implementing the following activities:   Distribution of voucher for food and Hygiene kits and baby kits Support to the access to Primary Health Care centers for Syrian refugees Reduced price consultation rate Free medication Reduced price lab tests and medical imagery for vulnerable Syrians refugees Health promotion and awarness Support on Secondary Health Care service for Leshmaniasis treatment Distribution of sealing off kits Minor rehabilitation in individual shelter         POSITION GENERAL INFORMATION   Starting date: 01/01/2014 Duration: 6 months Based in: Beirut   OVERALL MISSION     General objective   The Shelter Project Manager is responsible of the shelter component of the projects and the implementation of the shelter activities in Chouf area, greater Beirut and Mount Lebanon.   Responsibilities and tasks   Management   To manage directly the two supervisors and indirectly the field officers working on the projects. To participate in the recruitment process. To monitor the work of the supervisors and Field Officers by constantly visiting the areas of intervention (Chouf, Mt Lebanon). To identify the weaknesses of his/her team and provide them whith the relevant training when relevant   External links   To liaise and maintain good relationship with local authorities, NGOs in the district and other stakeholders. To analyze the security situation in the area and inform the Head of Base on the security incidents. To participate in evaluating the humanitarian situation and the main needs in the region considering possibilities of new projects To ensure the full respect of PU-AMI communication scheme within his/her team and with stakeholders.   Monitoring To coordinate the data entry with the database manager and identify adjustments to be done to upgrade the shelter component of the database To update on a weekly basis the activities’ planning and the achievements on activities To be in charge the budget lines related to shelter activities, follow up the budget expenses and budget remainder if any, provide administration with accurate figures when relevant, and update the monthly Budget Follow-Up forms accordingly. To coordinate with logistics department, launch the procurement for all activities under his/her responsibility and follow carefully the process till the delivery.     Design and implementation   To participate in designing the beneficiary identification tools and guidelines for the use of the field officers. To analyze the data from the field and from the database in order to define the criteria of the beneficiaries selection. To lead, implement and follow up the overall Shelter components of the projects in the targeted area. To ensure the quality of implementation of all aspects of the project and within the defined time frame   Analysis and reporting   To follow, monitor and report on all shelter activities implemented during the projects. To evaluate and report about the projects (effectiveness, efficiency, impact, relevance). To prepare weekly and monthly planning and reporting documents for the Head of Base.   Confidentiality To ensure confidentiality of the information and data from the projects, especially upon beneficiaries that must not be shared outside PU-AMI.     QUALIFICATIONS   Mandatory requierements   Language Skills: Fluent in English and Arabic, (speaking/reading/writing). Education Degree: University degree, an asset in engineering/construction.
