ResponsibilitiesProgram Implementation
Participate in carrying out business feasibility studies
Design and conduct the mapping of financial services and providers for enterprise development in Lebanon, and identify the most appropriate lenders to be involved in the project
Develop information materials for entrepreneurs on existing financial services and products for business expansion and start-up
Conduct outreach to lenders on the loan guarantee fund and encourage them to apply for participating into the program
Develop the standard operating procedures of the multi-tranche grants disbursement to enterprises and of the loan guarantee fund (including on the lenders and the trustee)
Monitor that the grants are disbursed in full compliance of SOPs
Interact with beneficiaries on a regular basis, detect challenges in the spending of grants and make sure that immediate support is provided, also through the Implementing Partners
Identify eligible lenders for the guarantee fund
Closely monitor the guarantee-fund trustee
Analyze loans requests and provide expert advice for the approval
Assist borrowers and lenders in the negotiation of the loans, also through the Implementing Partner, and in signing the guarantee agreement
Monitor the use of the loan guarantee fund, and review claims by lenders over possible borrowers’ defaults; provide expert advice in the decision making over the activation of the fund, on a case-by-case basis
Monitor the repayment process of the loans until project closure
Support the handover of the fund to the implementing partner (i.e. the trustee)
Program Monitoring & Reporting
Undertake daily field monitoring visits to assess progress and identify technical quality issues and/or other implementation issues, provide solutions and implement modifications as required
Support the M&E Manager in the development of the M&E framework and tools
Provide inputs for SitReps and regular reports for IRC donors on grant activities, progress, indicators, and achievements as specified in grant agreements and reporting schedules.
Coordination
Work closely and coordinate with IRC finance and grant staff to the submission of all documentation accompanying the instruction to disburse grants
Liaise with financial service providers, and monitor the eligible lenders
Other duties as assigned by the Entrepreneurship Development Manager
Professional Standards
All IRC staff are required to adhere to THE IRC Way Standards for Professional Conduct and the IRC country employment policies.
Requirements
Bachelor of Arts or Science in Business Management, Finance, Economics, or related field
2-3 years of technical experience in providing financial services to enterprises and start-ups
1-2 year experience within guarantee funds
Experience in facilitating technical trainings and workshops related to financial services to enterprises
Experience in market analysis and business feasibility studies preferred
Strong ability to organize work, meet deadlines, maintain composure, prioritize work under pressure, coordinate multiple tasks and maintain attention to detail
Excellent interpersonal and problem-solving skills, creativity and flexibility
Personal qualities: Works well in and promotes teamwork, comfortable in a multi-cultural environment, flexible and able to handle pressure well
Fluency in English and Arabic required, written and spoken
Travel and other requirements: The Officer is expected to spend up to 50% of the working time in the North and in the South, on a weekly basis, for coordination with local institutions, implementation support, program monitoring and field-level decision making.
