Field Officer

Purpose   S/he will be the direct assistant of the Area Manager, and will assist him in all his tasks as per the work priorities for all projects implemented by CARE in the Chouf.   As part of the CARE WASH intervention: Supervise distribution of hygiene and baby kits to ensure compliance with CARE procedures. Active participation in the targeting strategy, distribution of hygiene items, and post-distribution monitoring. Ensuring appropriate community involvement in the design and delivery of essential WASH services and facilities; Ensuring effective coordination and integration of Hygiene Promotion activities with the delivery of water and sanitation services and facilities. As part of the Winterization assistance: Organize and supervise the distribution of ATM cards and NFIs to ensure compliance with CARE procedures. Active participation in the targeting strategy, baseline and post-distribution. Relations with municipalities.     Key tasks and responsibilities:   Information management Participate to assessments and baseline studies. Monitor activities and adapt the programme as needed. Provide regular and reliable narrative reports to the area manager.   Implementation Ensure and oversee the following activities: Collect data from the municipalities. Supervise distribution activities implemented by a local partner (national NGO) Identification, or facilitation, of community structures through which the WASH activities can be implemented. Mobilisation of the disaster-affected communities as appropriate for participation in planning, construction, operation, and maintenance of WASH facilities and services. Creation of channels for dialogue on WASH issues between the host population and the refugees. Ensure that WASH activities are appropriate and gender sensitive, i.e., adapted to the needs of girls, boys, women, and men.   Resources management Work in close collaboration with 2 local partners.   Programme approach Use participatory approaches as a far as possible. Ensure that gender, protection, HIV, the environment, and other important cross-cutting concerns are taken into account; ensure that activities reflect the needs of specific groups and individuals e.g. elderly people, children, and people with disabilities.   Any other task as requested by her/his supervisor.   Person specification:   Knowledge of community work, or health promotion, or water supply, or any other field related to development or humanitarian work. At least one year of practical experience with a NGO in the refugee context. Experience in distribution, preferred. Good knowledge and experience of working with local partner agencies with a capacity to provide formal and informal training. Sensitivity to the needs and priorities of disaster-affected populations. Sensitivity to integrating gender and diversity issues into public health promotion. Training/counterpart development skills. Good communication skills and ability to work well in a team. Good written and spoken skills in the Arabic (fluent) and English.
