Job Purpose Summary
The Project Coordinator (PC) shall work under the programmatic guidance of the Shelter Programme Manager (PM) and operational guidance of the Field Manager (FM) to fulfill the objectives of the Norwegian Refugee Council (NRC) as stated in the Programme of Principles, the Country Strategy, the Project Proposals and the running Activity Plans and budgets. The Shelter PC is responsible for the overall planning and implementation of the Shelter project in the field area.
Key Responsibilities
The Project Coordinator is responsible for the overall planning and implementation of the projects. The PC, in close coordination with the FM and PM, will:
Develop procedures for the implementation of the shelter programme in accordance with NRC principles and ways of working.
Ensure that any construction is in accordance with NRC standards and meets the specifications as agreed with the community.
Ensure that all project activities are in accordance with budget lines.
Ensure a constructive co-operation with NRC’s other programmes in Lebanon.
Prepare final and intermediate reports on shelter activities to donors.
Ensure a constructive co-operation with local authorities.
Ensure a constructive co-operation with other international and local NGOs as well as the UN family
Participate in relevant meetings.
Participate and contribute in the identification of new areas of intervention
Conduct assessments
Participate in the drafting of new proposals and project reports
In cooperation with the FM, be overall responsible for the recruitment of construction staff.
Actively promote the rights of refugees, IDPs and returnees
Any other task relevant to the position as requested by the Shelter PM or FM
Maintain overall overview of projects in relation to achievements, procedures and timeframes
Manage, train and guide the shelter staff in the planning of activities
Provide budget overviews on request
Attend relevant meetings and be the NRC focal person in the assigned region with regards to shelter
Conduct field visits to check progress in the field
Project document preparation
Maintain direct communication with FM and PM
Create and maintain beneficiary database
Qualifications and Competences
Academic and Professional Qualifications
Ordinary National Diploma in social work, engineering, urban planning or other relevant field
Masters in management is a plus
Relevant Experience
Minimum 3 years of proven field experience, preferably from refugee/IDP shelter programmes in complex emergencies and with experience from working in a difficult security environment.
Practical experience with planning and execution of shelter projects
Experience in capacity building and training of workers
Experience in staff management
Experience of management of projects to deadlines
Experience in logistics/ admin management
Experience of coordination and advocacy work
Knowledge, Skills & Personal Attributes
Good communication and interpersonal skills
Strong organizational and team working skills
Good cultural awareness and sensitivity
Highly approachable, trustworthy and confidential
Very good English language level
Knowledge of the NGO operations and the dynamics of the humanitarian sector is a plus
Significant understanding of complex emergencies and crisis contexts
Demonstrated management and leadership skills
Financial skills including budgeting
Training skills
Proven communication, interpersonal and leadership skills
Fluency in the English language. Arabic language is an asset.
Political and cultural awareness and experience of working where insecurity is a major issue
Strong computer skills, especially Excel
Proven skills in report/proposal writing
Holder of a valid international driver’s license

Plans, procedures and timelines for the construction programme exist in writing and followed.
Staff have been hired and trained as planned.
Necessary construction material is available at start of activities.
Proposals for future funding of the activities have been prepared/developed within set timeframes.
Reports have been produced at regular intervals.
Follow up budgets and avoid under or over expenditures
NRC logistical, financial, and administrative and security procedures have been adhered to.
A good working environment has been established.
Regular contact with partners and Shelter authorities
The NRC Code of Conduct has been followed.
Contact with relevant external actors has been established and followed up.
Co-ordination and good co-operations is assured with the other NRC programs in field office
NRC has a clear strategy for shelters activities in field office, in line with NRC global strategy
The NRC strategy for shelters activities is implemented in field office
