Logistic/ Procurement Assistant

  Position: Logistics/Procurement Assistant Location: Beirut Reports to: HR/Admin Officer     About RI: Relief International (www.ri.org) is a leading humanitarian relief and development organization committed to transforming adversity into renewal for the world’s most vulnerable populations. RI works in 21 countries across Africa, Asia and the Middle East.     Position Summary: The Procurement Assistant is responsible for running the day-to-day operations and logistical aspects for the various emergency response projects in response to the Syrian crisis implemented in Lebanon. This currently includes two projects but the portfolio is anticipated to expand in the coming months.     Main Duties and Responsibilities:   Ø Participate in the preparation, planning and implementation of logistics activities to ensure delivery by program staff of goals and services to recipients on time. Ø Work closely with program and finance teams to delivery successful programs in compliance with RI and Donor regulations. Ø Manage all procurement for the project, including purchase orders, contracts for goods and services and travel. Ø Ensure timely and accurate processing and documentation of procurements; ensure accurate paperwork and supply chain in compliance with donor requirements and as described in RI’s field procurement manual. Ø Ensure procurement records systems are well managed and maintained. Ø Establish and maintain pipeline of supplies to the project sites and oversee the logistical aspects of operations. Ø Process and maintain service contracts Ø Liaise with finance to ensure compliance and payment schedules. Ø Implement RI standards in respect to inventory control, procurement standards and other operational aspects. Ø Establish effective warehouse and commodity management and ensure quality control measures are implemented. Ø Monitor/Analyze spending and inventory control. Ø Develop and implement in coordination with the finance department all PO/Purchase Request policies and procedures. Ø Identify, interview and qualify potential new suppliers. Ø Develop/Deliver purchasing and Inventory reports-bids proposals and requirements documents. Ø Monitor suppliers, service providers and/or contractors performance to ensure quality. Ø Report to the Program Manager   QUALIFICATIONS   University degree of similar in Logistics, Supply Chain Management or a comparable discipline. 3-5 years’ experience in administrative or operational support functions with an international humanitarian organization in Lebanon. Experience in emergency response. Solid knowledge of practical logistics procedures and experience maintaining supply pipelines.  Demonstrated attention to details, ability to follow procedures, meets deadlines and work independently and cooperatively with team members.
