The USAID-funded Farmer-to-Farmer (F2F) Program provides voluntary technical assistance to farmers, farm groups, and agribusinesses in Lebanon to promote sustainable capacity building. The program relies on the expertise of US volunteers from diverse backgrounds—farms, universities, cooperatives, private agribusinesses, nonprofit farm organizations and others—to respond to the needs of Lebanese farmers, organizations, and agribusiness. F2F Volunteers work on a wide range of activities, providing assistance to host organizations—private farmers, cooperatives, community groups, rural credit institutions, extension services, input supply firms, agribusinesses, and others. Assignments may involve technology transfer, business planning, organizational strengthening, marketing or environmental conservation. The Lebanon office for Land O’Lakes will identify hosts and plan assignments, provide logistics and translation services when needed, and follow up with host organizations on implementation of volunteer recommendations.
The Monitoring and Evaluation (M&E) Specialist will manage Monitoring and Evaluation Plan for the Lebanon program of the F2F program as well as support the M&E systems of the other F2F countries as they become active. Key responsibilities include: Develop and convey reports to effectively implement the Performance Management Plan (PMP) according to donor and headquarters office requirements; Coordinate and oversee timing and format for data collection for all reporting cycles as well as data analysis; Work in close coordination with other project teams to collect data for PMP indicators; Respond to periodic donor and headquarters requests for additional information on project activities and results.; Work with corporate systems to manage the performance data and reports; Collect cost-share match contributions from hosts on a quarterly basis as well other beneficiary partners; Work with external M&E contractors to conduct program assessments and evaluations as needed; Represent the program at official meetings with government and other stakeholders; and Work with global M&E team in implementing global standard procedures, tools and systems; Use and maintain the IMPACTS database system for the tracking and report of program indicator data.
Qualifications:
Degree or advanced diploma in a degree relevant to monitoring and evaluation with knowledge of economics, agro economics, agriculture, health, nutrition, business or related field;
Minimum of 7 years’ experience in a business related field, and 4 years’ experience managing monitoring and evaluation activities, preferably for U.S. or other donor-funded development programs.
Experience developing and conducting training, training of trainers, and organizational capacity building.
A robust and diverse set of research skills, including qualitative (interviews, focus groups, and observation) quantitative (descriptive and inferential statistics), action research and participatory methods.
Strong analytical skills, with expert knowledge of common statistical software packages (e.g. Minitab, SPSS, SAS, STATA) and well as Microsoft Office.
Fluency in English, Arabic. French is a plus.
