Senior Advisor

Job Purpose: The Senior Advisor will lead the formation and development of Alert’s work relating to the impact of the Syrian crisis and the response to it. Aspects of this work will include undertaking and disseminating high level analysis, training, dialogue facilitation, policy formation and advocacy. Alongside the day-to-day implementation the Senior Advisor will also lead in the strategic aspects of this strand of work in support of the Country Manager.     Duties and Responsibilities: Project Implementation and Management: Take the overall responsibility to manage and implement Alert’s component of a UNHCR-led project that has the aim of conflict sensitising the health sector in Lebanon; Design, implement, analyse and write –up high quality research, drawing in external expertise where necessary; Oversee the undertaking of  a comprehensive needs assessment of public health centres and partner organizations to tailor capacity building packages; Ensure the implementation of capacity building packages in line with needs assessment and that maximise provision of healthcare in a conflict sensitive manner; Represent Alert in healthcare steering committee to provide direction on conflict sensitive implementation for the healthcare intervention by UNHCR and WHO; Represent Alert in UNHCR’s health sector working group and infer the targeting of specific institutions, sub-sectors and geographic areas; Oversee the high quality implementation of the UNHCR project’s monitoring & evaluation and communication components; Take field visits frequently and where necessary; Lead in the formulation of policy recommendations, as a basis for high-level advocacy; Build and maintain relationships with key government and non-government interlocutors, including donors and peacebuiding agencies through individual meetings and through dissemination and sharing roundtables; Contribute actively to the delivery of publications;   Project and Programme Development Contribute to the formulation and development of Alert’s work focusing on the impact of the Syrian crisis on Lebanon and the response to it through identifying and cultivating intervention entry-points and designs and opportunities; Actively contribute to the development of the Lebanon programme identifying project ideas and translating them into project designs alongside the programme manager and the head of development; Play an effective role in strengthening and implementing the country programme strategy with particular focus on knowledge production and management and programme development;   Finance , Grants Management and Donor Liaison Ensuring compliance of expenditure with local legislation, Alert policies and procedures and donor regulations; Contribute to timely and accurate annual budgeting, forecasting, internal and project audits and (if appropriate) business-planning for sustainability; Ensure submission of timely, accurate monthly financial reports and other data to LDN Finance, donors (and local authorities where appropriate); Receive monthly project financial data from LDN Finance and review for variances to avoid overspending and under spending: Ensure timely information flow between Alert and the partner organization; Submit narrative and financial reports to the partner organization to facilitate timely reporting to the donor.   Contribute to Alert's organisational processes and strategies Contribute to team-wide communications and knowledge management, and participate in organisation-wide events and discussions on related topics/projects Represent Alert’s values and ideas and be a spokesperson for the organization at relevant conferences, seminars and other meetings, including at a high level; Any other tasks as may be reasonably required Experience: Essential At least 4 years of working in conflict affected settings Experience of working in Lebanon Solid project management experience Experience of research design, analysis and policy recommendation formulation Solid experience of facilitating and managing effective and efficient multi-stakeholder meetings Experience in liaising with a wide range of stakeholders on the grassroots and policy making levels Desirable Work on mainstreaming conflict sensitivity into developmental interventions Experience in working in the Levant Experience in working with UN agencies Experience in working in the humanitarian field Experience in working on projects on the grassroots level Experience in advocacy Knowledge & Skills Essential: Strong analytical skills Solid knowledge of the Lebanese context High level of political sensitivity  Fluency in spoken and written English Strong interpersonal and communication skills Strong skills in facilitating and managing effective and efficient meetings High level of financial literacy Good computer literacy and knowledge of Microsoft Office applications – Word, Excel, Power point, internet, etc. Ability to work under pressure and to tight deadlines – to be able to prioritise clearly Desirable:   Knowledge of peacebuilding Knowledge of training and design of training modules Knowledge of conflict sensitivity as a concept and the humanitarian and development fields Knowledge of social research methodology and tools Knowledge of monitoring and evaluation   Personal Qualities Essential: Personal and professional integrity Flexibility, initiative and a “can do” attitude Ability to work independently as well as capacity for teamwork Meticulous attention to detail without losing sight of the big picture Flexibility and commitment to solid peacebuiding   Summary Terms & Conditions: Salary : Competitive salary and benifits package Leave entitlement: 25 wokring days per year plus Lebanese statutory holidays. Notice period: There will be an initial three months probationary period (extendable to 6 months) during which notice will be one month on either side. Working hours: Full time staff are expected to work a standard 35 hours per week, Monday to Friday with some flexibility to be agreed with the line manager. All staff are required to work core hours 10 am - 4 pm
