The Danish Refugee Council (DRC) is a humanitarian, non-governmental and nonprofit organization, founded in 1956, that works in more than 30 countries around the world. DRC has been operating in Lebanon since 2004, working with Palestinian and Iraqi refugees, as well as Lebanese communities affected by the war in 2006. DRC is committed to basic humanitarian principles; including impartiality and neutrality, and offers the highest standards of accountability to the people it serves.
DRC Lebanon has been assisting the Syrian displaced, fleeing Syria into northern Lebanon, since May 2011, and the Bekaa valley since February 2012. This assistance has come through the provision of food and non-food items, various outreach activities and rehabilitation of collective shelters. DRC is inviting local candidates to apply for the position of Community Development Coordinator - Beirut, to support its activities under the project "Emergency Response for Displaced Syrians in Lebanon" in partnership with the United Nations High Commissioner for Refugees (UNHCR).
Line management
The CMC reports directly to the Head of Development Programme (HDP) and regularly coordinates with the Head of Emergency Programme (HEP).
Responsibilities
The CMC has the responsibility for timely and quality implementation of the community mobilisation related activities, located in Lebanon, which include:
Community services (excluding protection-related activities),
QIPs, Quick Impact Projects and CIPs Community Impact project
Community development projects,
and local actors’ capacity building/networking.
Specific duties and responsibilities:
Community services:
Establishing a national DRC guideline on community services (financial reporting, MoUs, beneficiaries selection criteria, COC, etc) and training the DRC staff on its use,
- Support the field in establishing the community centres through the:
Selection of locations, partners and activities
Setting the Action plan
Support the implementation of activities
Follow up and reporting
CIPs or QIPs:
Support the (field) to develop and implement the new DRC strategy on CIPS and QIPs and this includes:
- Identification of local partners
- Criteria and selection of projects
- Implementation
- Evaluation
Community Development projects:
- Identification of local partners
- Criteria and selection of projects
- Implementation (project cycle management)
- Evaluation
Local actors’ capacity building and networking;
- Liaising and developing partnerships and MoU with local partners.
- Support the partners to improve their capacities to:
Plan and implement of project (financial and narrative reporting)
Accountability
- Liaise and share information with UNHCR and update them on activities.
Representation
» Act as a focal point for all the community related activities
» Represents DRC before relevant donors at field level, in the sector working groups and interagency planning workshops in coordination with HDP and HEP,
» Represent DRC before local authorities with the support of national managers and AM and SAM,
Programming & operations
Ensure that project cycle is carefully applied (needs assessment, planning, resources allocation, beneficiaries’ selection, monitoring, supervision, reporting and evaluation),
Strategy & Analysis
» Analyse the specific local contexts, needs, gaps and constraints,
» Participate to strategic meetings organised by the management whenever needed,
Implementation
» Properly plan activities with the field management team on a 6 month and monthly basis and monitor progress vs. plan (with the support of HDP and HEP),
» Make sure that activities are logically prioritised and teams briefed on regular basis by the field management team,
» Coordinate the activities through weekly and monthly field management meetings,
» Participate to the recruitment, management, training, monitoring and evaluation of the CM field staff,
» Ensure an accurate financial planning on both 6-month and monthly bases, and efficient follow-up of the CM budget with the field managers and finance team,
» Collect inputs for progress and final narrative reports and share them with the AM/SAM before submission to donors and HQ,
» Guarantee that M&E tools are used by the programme teams in coordination with field managers and the M&E Coordinator,
