Fleet And Asset Officer(Zahli)

ROLE PURPOSE: The Fleet and Assets Officer will lead on the implementation of vehicle fleet management, both at Beirut level and supporting the field, transport on to the field, and asset management.    If the need arises, the role will also be responsible for warehousing at Beirut level.   KEY AREAS OF ACCOUNTABILITY:   Transport and vehicle maintenance Implement transport policy and guidelines and ensure the provision of transport services to Save the Children program departments and staff are efficient, sufficient and always secure Ensure safety standards in all vehicles in the fleet, including availability of necessary safety accessories and communication equipment Support maintenance / repair activities for all Save the Children owned vehicles ensuring that any maintenance works are of a quality standard, efficient and executed in a timely manner Monitor maintenance costs and fuel consumption of Beirut vehicles and inform the Logistics Manager whenever costs exceed normal rates and standards Maintain contracts with rental vehicle companies to provide for the vehicle needs of the SCI programme – ensure filing for vehicle rentals is kept thoroughly.   Support the field teams with their vehicle fleet management   Procurement Responsible for the procurement of vehicles, in line with SCI’s Global and SCI Lebanon’s Local Fleet Policies   Assets management Implement and maintain Save the Children Asset Management System (registration, control and tracking). Keep up-to-date lists of all assets and inventory items in compliance with Save the Children policy Cooperate with relevant departments to ensure proper tracking methods are followed to monitor the movement/changes of any assets and ensure proper control/handling of equipment at all times Conduct regular physical checks of assets and inventory items in Save the Children offices and living compounds   Warehousing and stock control Locate and evaluate warehouses in Beirut, for Beirut programming as well as transit for field locations. Implement, supervise and monitor Save the Children standard warehousing policy and practices, keeping records to full audit trail standard under donor regulations as well as Save the Children Internal Warehousing Procedures. Establish warehouses and storerooms to receive all incoming goods as well as dispatch / facilitate distribution as required and follow up consumption rates to replenish stock on a timely basis. QUALIFICATIONS AND EXPERIENCE Essential Two years’ experience in logistics in a humanitarian organization. Experience of fleet and transport management Experience of warehousing Experience of asset management Ability to write reports and business correspondence. Good communication/ influencing skills. Ability to effectively communicate with multi-level personnel as well as vendors and their representatives. Ability to negotiate. Problem solving and decision making, consider options and concentrate on achieving a solution not just on analyzing the problem. Computer literate with a high degree of proficiency and productivity.  Ability to work in and contribute to team building environment. Excellent IT skills Fluency in written and spoken      English and Arabic Commitment to and understanding      of Save the Children aims, values and principles   Desirable Experience in distribution of NFIs (non-food items)      and food Experience in using communications equipment –      satellite phones, VHF and HF radio.
