Deputy Area Manager(Zahle)

Save the Children has been operating in Lebanon since 1999 and is recognized for its commitment to accountability, innovation and collaboration.  Save the Children currently implements programs in Child Protection, Education, CRC, Health and Nutrition, Food Security & Livelihood, Shelter, and Emergency Response throughout Lebanon.   Save the Children is seeking qualified candidates to fulfill the following positions, for its Lebanon Country Office, in the following locations Beirut, Tripoli, Akkar and Bekaa:   ROLE PURPOSE: The Deputy Area Manager will assist the Area Manager in coordinating Save the Children’s emergency and development programmes of the designated area who are working on Child Protection, Child Rights Governance, Education, Health & Nutrition, Food Security & Livelihoods and Shelter. She/he will also assist with the support services management, agency coordination and representation. She/he will contribute to the capacity building at field level and assist the Area Manager in ensuring the effective scale up in the area and scale down once the emergency is over.   KEY AREAS OF ACCOUNTABILITY:   The Deputy Area Manager will assist the Area Manager in leading the management of Save the Children’s programmes in the designated area, in particular:   Programme Management: Assisting the Area Manager with the implementation of programme and operational activities in the field office, effectively using the assistance of technical sector advisors and operational support staff, and ensuring coherence with SC Lebanon’s national programme approach, global strategy advocacy priorities. Supporting and advising the Area Manager in developing strategic plans for project and organizational expansion in the area, by maintaining an overview of the external political, social, economic and humanitarian context both locally and nationally. Participating actively in regular consultation meetings with program managers and coordinators to ensure effective, joint and coordinated response and common understanding of all program interventions that need to be implemented in the field office. Ensuring that all key positions have adequate back up / replacement. Assist the Area Manager in ensuring that field office location projects and reports are delivered according to SCI and donor contractual requirements, within the agreed timescale and budget. Overseeing programme operations (for example the development of grant action plans, weekly work plans, monitoring against budget and log-frames) in close cooperation with the respective program coordinators. Implementing an appropriate partnership strategy, ensuring implementing partners are appropriately selected and assessed, that an appropriate capacity building strategy is developed and locating areas were partners can build SCI capacity. Effectively using support services to undertake key activities and work alongside the Technical Programme managers to ensure that all programme activities run smoothly. Together with the Area Manager in designated field area ensuring that Save the Children's work is coordinated with efforts of other agencies and Government, and taking a leadership role within Interagency Coordination forums, ensuring the specific needs of children are being addressed. Taking overall responsibility as Acting Area Manager when required by the Area Manager and Director of Programme Operations.         Programme Design, Development and Quality: Helping respond to opportunities to expand programmes/impact. Helping draft/development concept papers and proposals Programme Managers, staff and Technical Advisors as required. Supporting the development/evolution of existing programmes, with the aim of ensuring that staff has the capacity to support others (local partners and government counterparts) in the implementation of quality programmes that show impact. Helping staff build on integration of programmes and synergies among all projects. Supporting staff in the preparation and implementation of advocacy plans as related to their programmes. Ensuring accountability to beneficiaries and humanitarian principles are mainstreamed in all programmes. Coordinating with the MEAL Advisor to ensure MEAL staff are appropriately utilised to strengthen community engagement, analyse, data sharing and dissemination of lessons learned.   Staff Management, Mentorship and Development: Identifying learning and training opportunities for Save the Children staff and partners and work as a mentor and role model for less experienced staff. Proactively work on the capacity building of all field staff. Ensuring the recruitment, training, and promotion of staff as appropriate and ensure availability of appropriate professional development opportunities for staff. Managing the performance of all staff in the team through effective use of the Performance Management System including the establishment of clear, measureable objectives, on-going feedback, periodic reviews and fair and unbiased evaluations. Complying with Save the Children policies and practice with respect to child safeguarding, code of conduct, health and safety, equal opportunities and other relevant policies and procedures. Ensuring the security, health and wellbeing of staff and that staff management and other processes and policies and systems reflect SC's principles of equity and fairness. QUALIFICATIONS AND EXPERIENCE Essential Substantial experience working with a humanitarian/ development      organisation, including significant experience working at field level. University degree in related      academic discipline or equivalent work experience. Skills and experience in project/programme implementation, monitoring,      review and evaluation preferably from a child rights approach in      accordance with the CRC and international humanitarian rights standards. Substantial people and programme management experience with good interpersonal      skills and ability to communicate at all levels. Solid experience in grant management, including budget holding and      donor reporting. Substantial understanding or proven experience of security      management issues. Ability to produce high quality reports in English. Representational, political awareness and advocacy skills. Ability to work with limited supervision from line manager. Experience of working with partners and a participatory approach. Fluency in written and spoken English and computer literate. Commitment to and understanding of SCI’s aims, values and      principles. Desirable Experience and/or an interest in working in Middle East region. Ability to communicate in Arabic.
