LOG and PROCUREMENT Assistant
Handicap International Humanitarian Demining Programme North Lebanon
Location: Byblos and North Lebanon province
Handicap International (HI) is an international solidarity organization headquartered in France (Lyon) taking specific actions in the field of disability, health and humanitarian demining in over 60 countries around the world. It is non-governmental, non-denominational, apolitical and non-profit organization.
The Mine Action Programme of Handicap International in Lebanon priority is improving the lives of people affected by mines and explosive remnants of war, and the creation of favorable conditions for socio-economic development. This by reducing the threat posed by landmines and explosive remnants of war in affected communities in northern Lebanon, according to the needs and priorities identified by the Lebanese Mine Action Center (LMAC).
Description of the post
The Log and Procurement Assistant is in charge of preparing all logistics aspects of HI programme in North Lebanon Province, to assure the smooth running of material operations and the management of the association’s assets, whilst applying the association’s procurement policy and rules for managing its assets, and ensuring the security of both human and material resources.
The Log and Procurement Assistant duties and responsibilities within HI mine action programme in North Lebanon Province are:
Responsibility 1: Ensure the purchases under the supervision of the Logistics Officer
• Ensure procurement in accordance with the procedures and procurement plans
• Monitor the Purchase Requests and Service and the constitution of purchase records
• Manage inventory & storage areas
• Manage local and regional freight
• Ensure reception of orders from suppliers and ensure the delivery of equipments to the applicants
• Maintain the supplier’s database
• Ensure archiving of documents in the respects of HI rules
• Monitor service providers follow up
Responsibility 2: Implement fleet management, use and manage other modes of transport in accordance with the internal management and security level
• Ensure the implementation of vehicles management procedures and other modes of transport
• Manage the planning and booking of other modes of travel
• Contribute to the allocation and provision of vehicles
• Ensure the planning and monitoring of vehicle maintenance
• Ensure the collect of information needed to calculate the consumption of vehicles
• Ensure vehicles fuel supply
• Ensure filing and archiving records, contracts and documentation for vehicles and other modes of transport
Responsibility 3: Assist the Logistics Officer in the management of technical equipment
• Manage the equipments installation, maintenance, monitoring and tracking systems
• Provide equipment handling training for staff • Implement equipments management procedure
• Prepare certificates for the monitoring of each device
• Participate in regular inventory (equipment, stock)
Responsibility 4: Ensure the maintenance and security of the premises (offices, warehouses, housing expatriate staff)
• Participate in research for leasing space opportunities.
• Ensure the fitting out and maintenance of premises.
• Participate in the logistical organization of seminars & training for the programme.
• Ensure the security of the premises (locks, security, first aid kit, fire extinguisher).
Candidates’ requirements
Mandatory:
· University degree in Logistics and procurement management or relevant field
· Minimum 2 years professional experience
· Excellent organizational skills with the ability to plan activities
· Excellent communication and interpersonal skills
· Good literacy, numeracy and IT skills
Language skills:
· Arabic + English (written and spoken)
· French would also be an advantage
Conditions of employment:
· Wage of salary 935 $ - 1032 $ based on HI salary scale
· Package of advantages according to HI Specific Terms and Conditions of Engagement (e.g. social security, etc)
· Duration:28 months upon financial contract confirmation
· Estimated start date : Immediately
