Livelihoods Promotion Assistant (Counseling) - Akkar

BackgroundThe International Rescue Committee is an international organization specializing in emergency and humanitarian programming. In response to the influx of Syrian refugees in Lebanon, the IRC is starting an Economic Recovery and Development (ERD) program focused on meeting life and livelihood needs of refugee populations. The IRC ERD livelihood program activities will be implemented in various locations in the Northern Governorate. Position OverviewThe IRC will start-up and manage a stand-alone Livelihoods Centre (LC) in Akkar to serve as venue for the IRC’s ERD activities (e.g. ATM card trainings and distributions, candidate assessments, financial management and vocational trainings, etc.). It will also serve as space to provide advice to both job-seekers and employers on legal matters pertaining to Lebanese labor regulations. Job-seekers will be advised on their rights as workers and on working conditions they should expect. The LC will advocate for employers to offer decent working conditions to their employees, including equal wages for women and men, minimum wages, working hours, and safety and health at work. The Livelihoods Promotion Field Assistant (Counseling) will be responsible for interviewing the beneficiaries and providing guidance for them. Responsibilities Provide counseling services on employment and self-employment options, and on vocational training opportunities Provide vocational and career guidance to registered job seekers Provide jobseekers and employers with information on relevant Lebanese regulations (including on business start-up) and their implications for Syrian refugees, and Lebanese jobseekers Schedule interviews with registered job seekers for job and training vacancies Produce reports on results of counseling sessions Enter data into job seekers data base Support employers through pre-screening of job seekers Interview job seekers Match job seekers with training and employment opportunities Organize and hold group information sessions (job application training and information) Any other task as may be assigned by the Livelihoods Manager Requirements Bachelor degree in Social Sciences or equivalent with experience in counseling Excellent interpersonal communication skills  Experience in dealing with clients in distress Computer literate with significant experience in excel Fluency in English and Arabic  Team player Can work in stressful environment
