1.BACKGROUND
THE NRC SHELTER PROGRAMME
NRC has been implementing its shelter programme in Lebanon since 2006. It serves displaced and vulnerable people across Lebanon, be they Syrian, Palestinian, Lebanese or from elsewhere. NRC provides shelter solutions and support within the host community, including in Palestinian gatherings, and is prepared also to work in formal tented settlements.
2.ROLE, TASKS AND RESPONSIBILITIES
JOB PURPOSE
The OPC shall work under the guidance of the Shelter Program Manager to fulfil the objectives of the NRC as stated in the Country Strategy and the Project proposals. The OPC is responsible for following up the implementation of all the NRC Shelter projects in Lebanon and to provide all operational support needed.
REPORTING TO:
The Shelter OPC reports to the NRC Shelter PM, who has the overall responsibility for Shelter Programme.
TASKS AND RESPONSIBILITIES
In close collaboration with the Shelter PM and PCs, coordinate NRC’s Shelter projects implementation in Lebanon
Support the development of overall and monthly project work plans for all Shelter projects.
Monitor project expenditure rates
Support the PM in ensuring that the projects implemented are realized in a timely manner and as per the objectives and planned activities
In collaboration with the Shelter PM, train relevant field/ project staff on project management/ operations
Prepare reports as required
Resource planning including project staffing
Represent NRC in meetings as required
Any other task relevant to the position and agreed upon with the Shelter PM

Objectives have been reached according to established plans
Project work plans, procedures and timelines for the Shelter projects exist in writing and have been followed.
Staff hired as planned.
Project budgets have been developed and a financial tracking system is in place.
NRC financial and administrative procedures have been adhered to.
Contributions to team-work and a professional working environment is noted.
The NRC Code of Conduct is followed.
Coordination, collaboration and cooperation with NRC core competencies in the country program is ongoing and evident.
Upholds NRC in the Shelter sector and the quality of NRC’s work is noted as relevant and meaningful.
3.PROFILE OF PERSON
PROFESSIONAL BACKGROUND
At least 2 years of field experience in Shelter projects
Experience in project management and reporting
Experience in developing proposals and budgets
ESSENTIAL SKILLS
Significant understanding of complex emergencies and crisis contexts
Experience from working in refugee settings
Experienced in administration, finances, logistics and personnel management as necessary for programme implementation.
Experience in strategic thinking and planning skills, be able to set priorities, prepare manageable work plans and to evaluate progress.
Proven communication, interpersonal, representation, negotiation and leadership skills
Team spirit
Strong communication and organizational skills.
Strong documentation, research and report writing skills.
Fluency in English
Awareness and understanding of sector standards
Strong Excel and general computer skills
PERSONAL QUALITIES
Goal oriented and visionary.
Ability to work under pressure, independently and with limited supervision.
Ability and willingness to work and live under difficult circumstances and in highly insecure settings.
Flexible and creative, with a sense of humour.
DESIRED SKILLS
Experience working in the Middle East with Arabic language skills.
Experience working in the private sector is an advantage
