Première Urgence - Aide Médicale Internationale (PU-AMI) is a non-profit, non-political and non religious humanitarian NGO. Its objective is to bring about a global response to the basic needs of populations suffering from acute humanitarian crisis and to allow them to recover their autonomy and dignity.
Today, PU-AMI is intervening in 21 countries in Africa, the Near East, Caucasus, Asia and the Caribbean to cover the needs of populations affected by conflict, natural disasters or economic crises.
PU-AMI in Lebanon
PU-AMI has been active in Lebanon since 2001 implementing emergency and recovery projects in Water, Sanitation and Hygiene, in Shelter Rehabilitation and in Livelihood Recovery sectors.
PU-AMI is implementing two WASH projects in support of the areas affected by Syrian refugees’ influx in Akkar and Minnieh-Dannieh Districts. The projects activities include supply of safe drinking water (upgrading of water supply scheme, water filter distributions, installation of water tanks...), setting up of safe environmental sanitation (excreta disposal, waste water disposal, solid waste management...) and hygiene promotion (hygiene facilities, distribution of hygiene and baby kits, hygiene sessions...).
POSITION GENERAL INFORMATION
Ø Position: Hygiene Promotion & Community Field Officer

Ø Supervised by: Hygiene Promotion & Community Supervisor / WASH Project Manager Deputy
Ø Supervising: Community members
Ø Starting date: ASAP
Ø Duration: 6 Months (extendable if funding secure)
OVERALL MISSION
General objective
Under the direct supervision of the Hygiene Promotion & Community Supervisor, the Hygiene Promotion & Community Field Officer is responsible for the qualitative, quantitative and timely implementation of the Water Supply, Sanitation and Hygiene activities but especially the objectives linked to community mobilization and hygiene promotion activities. He/she directly implement the software activities (hygiene sessions, KAP survey, hygiene kits distribution, community mobilization…) or with the help of beneficiaries, daily workers or volunteers.
Responsibilities and tasks
Ø Activities implementation
- Take part in the assessment, design and implementation of all program activities but mainly community mobilization, hygiene awareness sessions, recreational activities for children, cleaning campaigns, hygiene/baby kits distributions, KAP survey and monitoring of hardware and software activities;
- Develop any pedagogical and methodological tools adapted to the local context;
- Respect the planning, design (activity chart) and required methodology of the works;
- Carry out signature of formal contracts for the implementation of works with beneficiaries, owner and local authorities and explain clearly its terms to all the parties to ensure its well understand;
- Ensure that all measures have been taken and rules followed to ensure security on-site;
- Give an expertise and contribute to the improvement of activities through critics, analysis and suggestions;
- Support and participate to the other activities of the WASH team when required.
Ø Assessment, monitoring & evaluation of activities
- Assess regularly the WASH situation and determine population needs;
- Collect any relevant information from the communities and partners;
- Collect and monitor the results of the WASH activities.
Ø Community mobilization
- Relation/negotiation with the community for the activities and free community participation;
- Check the beneficiaries' interventions are achieved regarding the requirements of the contract (MoU);
- Encourage community involvement and supervise the community’s members;
- Manage and organize the community participation on-site.
Ø Logistic & administration
- Ensure the follow-up and the proper use of materials and tools used during on-site works;
- Manage the supply of materials to the work site in collaboration with logistics department.
Ø Reporting
- Collect all information and written/orally reports on the progress of WASH activities on a daily and weekly basis;
- Report immediately any delay, problem or other relevant information to the Hygiene Promotion & Community Supervisor;
- Communicate with the other sectors to homogenize the methodology and the conditions of intervention.
QUALIFICATIONS
Mandatory requirements
Ø Language skills: Fluent in Arabic (speaking/reading/writing)
Ø Education degree: Baccalaureate/University degree in health, social or medical sciences
Ø Work experience: Proven experience in NGOs/private companies in in health, social or education fields
Ø Computer skills: N/A
Ø Other:
- Intermediate knowledge in hygiene, health, community mobilization, social works
- Good pedagogical skills
- Good knowledge of North Governorate and willing to travel a lot locally
- Excellent communication and diplomacy skills to manage relationship in potentially tense situations
Assets
Ø Other knowledge:
- Good command of English (speaking/reading/writing)
- Valid driving license is compulsory
