Save the Children is seeking qualified candidates to fulfill the following positions, for its Lebanon Country Office, in the following locations Beirut, Tripoli, Akkar and Bekaa:
ROLE PURPOSE: (this role is dependent on funding)
Since the outbreak of violence in Syria in the spring of 2011, the number of Syrians crossing to Lebanon continues to increase.
The purpose of the Monitoring Officer is to manage a team of Monitoring Assistants, plan the workloads, collate and analyse the information and report to their line manager
KEY AREAS OF ACCOUNTABILITY:
Managing Monitoring Team:
Assume overall responsibility for coordinating and managing monitoring
Be responsible for managing a team of Monitoring Assistants and planning their workload according to programme requirements and information from the Distribution Officer and FSL Coordinator
Plan and coordinate Household visits, Shop visits, Market monitoring and Distribution site visits for Monitoring Assistants including the preparation of field schedules, daily collection quota, arrange for logistics and transportation etc.
Coordinate and plan monitoring team training and capacity building where required.
Data Collection
- Download all data from tablets at the end of each day (where tablets are in use)
- Collect monitoring forms at the end of each day (where paper forms are in use)
- Review all raw data submitted by Monitoring Assistants to ensure quality and relevance of information
- Sort and organise monitoring data for transmission to the FSL Coordinator.
- Accompany Monitoring Assistants occasionally to ensure visits are carried out to a high professional standard
- Conduct re-visits to a sample of HH assessments that have already been conducted to re-verify the information that has been submitted by the Monitoring Assistants.
Accountability
- Undertake random quality checks to a sample of assessments to ensure accuracy
- Maintain a high level of fraud awareness and refer any cases to the FSL Coordinator
QUALIFICATIONS AND EXPERIENCE
Required
Relevant degree from recognized university
Experience in field work and community mobilization
Fluency in written and spoken Arabic and English. French, an asset
Proficient in MS usage (especially Excel and Word)
Strength in interpersonal, communication and presentation skills
Flexibility and willingness to change work practices and hours, and capability to work in insecure environment
Commitment to and understanding of Save the Children’s aims, values and principles including rights-based approaches
Available to travel in country
Desirable
Previous NGO experience, preferable working food security & livelihoods
Previous household monitoring experience
Previous price market monitoring experience
