 PREMIERE URGENCE   AIDE MEDICALE INTERNATIONALE -         LEBANON    -                                                            Water Supply, Sanitation and Hygiene Project Manager Saida base   Première Urgence - Aide Médicale Internationale (PU-AMI) is a non-profit, non-political and non religious humanitarian NGO. Its objective is to bring about a global response to the basic needs of populations suffering from acute humanitarian crisis and to allow them to recover their autonomy and dignity.   Today, PU-AMI is intervening in 21 countries in Africa, the Near East, Caucasus, Asia and the Caribbean to cover the needs of populations affected by conflict, natural disasters or economic crises.         PU-AMI in Lebanon   PU-AMI has been active in Lebanon since 2001 implementing emergency and recovery projects in Water, Sanitation and Hygiene, in Shelter Rehabilitation and in Livelihood Recovery sectors.   PU-AMI is implementing two WASH projects for vulnerable Palestinian Refugees, Syrian Refugees and the most vulnerable host communities in Lebanon. The projects activities include supply of safe drinking water (filter distributions, installation of water tanks...), setting up of safe sanitation facilities (construction, rehabilitation) and promotion of hygiene awareness (hygiene promotion sessions, distribution of hygiene kits, and distribution of baby kits...).           POSITION GENERAL INFORMATION   Ø Position: WASH Project Manager Ø Based in: Saida Ø Supervised by: WASH Coordinator & Area Project Coordinator Ø Supervising:Water Supply & Sanitation Supervisor & Hygiene Promotion Supervisor Ø Starting date: ASAP Ø Duration: 2 Months (extendable if funding secure)   OVERALL MISSION   General objective   The Water Supply, Sanitation & Hygiene Program Manager (WASH PM) will be responsible for the management and implementation of two integrated WASH projects within South Lebanon, Beirut and Mount Lebanon Governorates. The WASH PM will work under the supervision of the WASH Coordinator based in Beirut and Area Project Coordinator (APC) based in Saida.   The WASH PM position’s major objectives are to properly achieve the following global tasks:   4 Proper implementation of all aspects of the WASH project (Full project cycle approach) currently split in one ECHO and UNHCR proposals; 4 Team management of all operational staff within the project. 4 Capitalization of all aspects of the project in direct link with the WASH Coordinator.   Responsibilities and tasks   4 Programs: He/She will ensure implementation and oversight of all WASH related activities. 4 Human Resources: He/She will supervise the WASH team (PU-AMI employees and any day laborers). 4 Logistics and Administration: He/She will oversee the logistic and administrative duties of the project(s) under his/her responsibility. 4 Representation: Upon request from his/her supervisors he/she will represent the organization to local partners, authorities and stakeholders in relation to the scope of the WASH project. 4 Safety and Security: He/She will assist in following safety and security rules on-base and will transmit all safety and security information to his/her supervisor. 4 Strategy: He/She will assist in developing new operations as needed.   Specific objectives and linked activities   Information collection and sharing 4 To define and develop guidelines and methodologies for assessments and assessments reports 4 To produce assessment reports according to developed formats 4 To train and establish assessment teams 4 To proactively coordinate and work with other actors on the ground 4 To ensure proper communications schemes with the different levels of local authorities   2.     Activities implementation 4 To design and implement WASH activities in direct collaboration with the Area Project Coordinator and under the general supervision of the WASH Coordinator. 4 To organize, schedule, coordinate and plan the WASH activities and the team’s work 4 To ensure proper coordination and liaison with local communities and Municipalities/Authorities 4 To implement all monitoring and evaluation defined schemes (post intervention impact survey)   Operational Team management 4 To finalize the recruitment and set up the training of the operational team (the team of 12 national staff is already recruited but changes may occur) 4 To follow up of the operational team according to the missions’ Standard Operating Procedures (daily management, performance evaluation, holidays management) 4 To ensure performance evaluation of the operational staff 4 To constantly liaise and coordinate actions with the APC of the base   Internal and external reporting 4 To provide internal reporting on activities according to PU-AMI internal tools 4 To prepare external reporting  (with support from his/her supervisors)   Financial and Logistics Management 4 To follow-up the financial aspects of the project (Budget Follow Up) 4 Management of the cash forecast in link with the different projects 4 In direct link with the logistics departments manage the WASH stocks and replenishments 4 To issue and follow up procurements for the project needs   Capitalization/Institutional Knowledge Building 4 To design and write comprehensive Activity Forms for all major operational aspects in direct collaboration with his/her supervisors 4 To develop comprehensive support documents for activities implementation by the WASH team 4 To organize training sessions in link with the WASH Coordinator 4 To develop understanding of the Lebanon situation (beneficiaries, needs, political context, and strategy of intervention…) 4 Identification of new areas of intervention and needs assessment (field assessment, collection of data from other stakeholders…) 4 To support the definition of new program’s strategy and proposal writing     QUALIFICATIONS     Mandatory requirements Ø Language skills: Fluent in Arabic and English (speaking/reading/writing) Ø Education degree: Degree in hydraulics, water sciences and/or water management / Humanitarian WASH software and hardware aspects Ø Work experience: Minimum 2 years experience in a similar position (NGOs/private companies) in Water Supply & Sanitation fields Ø Knowledge & skills: Good analytical and writing skills /Understanding of project cycle management /Good management capacities and team leadership spirit Ø Computer skills: Good knowledge of the MS office software including Word, Excel, Outlook and AutoCAD, GIS Ø Other: -         Minimum 25 years old -         High knowledge in Water Supply & Sanitation infrastructures and construction works -         Good management and pedagogical skills -         Good knowledge of Beirut, Mount Lebanon & South Governorates, willing to travel a lot locally and valid driving license -         Excellent communication and diplomacy skills to manage relationship in potentially tense situations   Assets Ø Other  knowledge: -         Good skills in reports and contracts redaction -         Understanding of institutional donor (ECHO, UN agencies, etc.) procedures -         Knowledge of humanitarian actors Ø Interest: -      Strong motivation to help people in needs -      Understanding of the political situation in the area Ø Transversal skills: -      Well organized -      Conflict resolution and diplomacy experience -      Ability to analyze and suggest improvement -      Ability to take initiative to deal with difficulties encountered in daily work -      Ability to adapt or change priorities according to the changing situation within a mission or the organization itself -      Autonomy, neutrality, hard worker -      Able to manage stress and pressure
