For more than 30 years, Médecins du Monde, a campaigning medical organisation committed to international solidarity, has been caring for the most vulnerable populations at home and abroad. It has continued to highlight obstacles that exist in accessing health care and has secured sustainable improvements in health-for-all policies. Those working for this independent organisation do not solely dispense care and treatment but condemn violations of human dignity and rights and fight to improve matters for populations living in precarious situations.
MdM currently works in 46 countries across all continents where it focuses on 4 priority areas: caring for the health of migrants and displaced persons, promoting sexual and reproductive health, combating HIV and reducing the harm and risks associated with drug use, crises and conflicts.
The MdM’s Turkey / Syria mission officially opened on the 25th of July and gradually grewaround three main objectives: • Provision of Emergency Primary Health Care services and basic reproductive health services to displaced and vulnerable population in Northern Syria • Provide emergency medical relief/support to Doctors working inside Northern Syria • Provide quality postoperative and rehabilitative care for Syrian refugees in Turkey
- In Turkey, MdM supports since the beginning of August 2012 a rehabilitation center run by a Syrian NGO. This support is brought through an expatriate medical team and regular funding.
- In North Idlib, the first operational tent to provide basic care services for people of the camp was set up on the 24th of October 2012.
Since then: • 7 Primary Health Care Centers are delivering primary health services in North Idlib area. • A Women and Child Center is open, with Post-Partum Unit and Sexual and Reproductive Health Care unit. • Mobile teams are assessing new needs and provide medical treatment to patients living too far from the present clinics. • Basic WASH and NFI activities are implemented to essential needs in the area. • Emergency medical relief sent to medical facilities and medical stakeholders inside Syria.

TASKS AND RESPONSIBILITIES:
Under the direct supervision of the Field Coordinator and on constant collaboration with the Administrative Coordinator and the Logistics Coordinator. The Log Admin Officer is in charge of the implementation, supervision and follow-up the logistic activities in the base to facilitate the operational objectives of the project, with the resources, procedures and tools defined by the Logistic Coordinator.
He is in charge of the training, the respect and follow-up of all MDM logistic and administrative procedures. He assists the Field Coordinator in the implementation of the security rules.
Logistic tasks:
1. Supply Management for the project (and especially regarding the local purchases of medical items – medicines, consumables…):
• Establish and update purchasing timelines
• Receive, approve requests for quotes and internal order forms
• Determine the adequate purchasing procedure
• Supervise the preparation of purchasing documents and draft the contracts
• Select suppliers and negotiate prices, deadlines and delivery methods
• Supervise purchasing process
2. Vehicle Fleet Management
• Negotiate vehicle rental contracts
• Establish vehicle movement schedules
• Ensure that a complete breakdown kit is available on board of all vehicles
• Permanently ensure that all drivers have received general training and carry out regular testing
• Check that vehicle log books are in place and used correctly
• Ensure that fuel consumption and vehicle mileage are monitored
• Prevent the misappropriation of fuel and spare parts
3. Equipment Management
• Update inventory in real time
• Optimize distribution of materials according to task needs
• Organize the installation, safe-guarding and monitoring of materials
• Install communication means and ensure their maintenance
• Ensure the maintenance and correct use of IT equipment
4. Storage Management
• Ensure procedures are followed
• See that all documentation is complete and correct
• Supervise monthly physical stock inventory
5. Base Maintenance (guesthouse/office, pharmacy)
• Ensure the regular order for the guesthouse
• Ensure the maintenance of the base
• Upgrade and develop facilities for the leaving area of the expatriates
6. Team Management
• Supervise the works of Assistant Logistician and drivers.
• Recruit, train and supervise the logistics team
• Conduct evaluation for members of the logistics team
• Organize formal team meetings at regular intervals
7. Reporting/Capitalization
• Consolidate monthly logistic report
• Provide the Field/logistics coordinator with all information needed to draft intermediary and final reports
8. Safety and Security
• Support the FieldCo in assessing the security situation and ensure that security rules are implemented and followed by the team
• Ensure that safety rules are in place in all vehicle and premises
• Facilitate the evacuation of field based teams if necessary
Administrative tasks:
1. Accountancy management
• Maintain the accountancy
• Elaborate regular cash requests
• Report the accountancy to the administrative coordination
• Manage MDM cash box for the program
2. HR and administrative management of National staff
• Recruit, supervise and train the administration team
• Ensure the management of national staff
• Ensure the evaluation of the national staff, the definition and implementation of a training plan
• If necessary, handle together with the General Coordinator, disciplinary actions
• Ensure the payment of MDM employees on due time and of social contributions of MDM as an employer
CONDITIONS OF EMPLOYMENT:
Starting: ASAP
nthDuration: 3 to 6 mos
Contract: VOLUNTEER (French law)
Monthly allowance: 915 euros / months (+ perdiem)
SKILLS AND EXPERIENCE NEEDED:
- You will be committed to MdM’s values as an organisation and be motivated by its non-statutory, Not-For-Profit model.
- Experience of 1 or 2 years in a similar position
- Experience in base opening
- Experience in security management in tense situations
- Experience in negotiations and relations with local partners and authorities in a moving and difficult legal, administrative and political context
- Experience in management of multi projects budgets
- Knowledge of Saga is an asset - Good computer skills
- Ability to work in a international team and in a changing context,
- Capacity to work and to live in tense conditions (proximity to an armed conflict)
- Reactivity, anticipation, adaptability and capacity to take initiatives to changing requirements
Languages: Fluent English (oral and written) mandatory
Arabic or Turkish an asset
