The OTI Lebanon project is funded by the US Agency for International Development (USAID), through a contract with Chemonics International. The project grants to a variety of institutions, including international and Lebanese NGOs, community based organizations, governmental entities, or informal groups, to implement project activities. The program is currently implementing small-scale infrastructure projects, repair and rehab of private and public facilities and small-scale water and sanitation projects. The program is seeking an Engineer who will serve as Procurement Specialist but also oversee the above mentioned projects.
Assess rehabilitation projects before implementation including reviewing specifications and design requirements.
Assist procurement team with procurement of commodities, works, and construction services including but not limited to equipment and spare parts for infrastructure projects.
Assist procurement team with issuing requests for proposals (RFPs) and requests for quotations (RFQs) and participate on selection panels to ensure transparency and compliance at all steps. Work with the Lebanon procurement team to prepare and finalize tenders including bill of quantities (BOQ), bidding documents, technical specifications,
Work closely with local, regional or international vendors, service providers, and to obtain quotations and/or initiate procurements of requested commodities, works, and services. Liaise with vendors and serve as their point of contact throughout the procurement process: compile clarification questions from bidders and work with the Lebanon OTI procurement team to prepare responses; coordinate evaluation committees, vet vendors and service providers, etc.
Manage the shipping and installation of procurements as necessary, and identify needs for capacity building for proper use of equipment in coordination with the Lebanon OTI procurement team. Travel to inspect equipment or consolidate shipments as necessary.
Participate in negotiating terms and conditions of contracts. Draft contracts and purchase orders issued to vendors and follow up as necessary to ensure compliance to terms and conditions.
Act as the Procurement Specialist/Engineer onsite, on behalf of Lebanon OTI. The Procurement Specialist/Engineer shall be located on the project site as needed, be knowledgeable of the project requirements and coordinate on a regular basis with other members of the Lebanon OTI Team.
The Procurement Specialist/Engineer shall conduct regular site meetings with the Subcontractor to review progress and address any issues or concerns regarding the progress of the work. Action items, due dates and responsible parties shall be documented and included in the regular reporting cycle ;
The Procurement Specialist/Engineer shall maintain a photographic record of construction progress prior to, during, and after construction and keep records of all materials used, as detailed in the project specifications.
The Procurement Specialist/Engineer shall monitor project work to verify that the work is performed in conformance with approved plans and specifications. Assure that authorized variations to the work are incorporated into the project planning process;
Review and endorse all certificates, invoices and any other supporting documents (such as initial surveys and field measurements.
Verify that approved materials are used in construction in accordance with plans and specifications. Check if newly received material meets the specification and quality defined in the project documents. Monitor the organization of the storage warehouses as applicable; the preservation of purchased materials prior to installation, including the proper handling, storage and protection; ensure the availability of records for material identification and traceability;
Provide technical advice and guidance to vendors and contractors when needed;
The Project Procurement Specialist/Engineer shall be aware of the safety aspects and health and safety regulations for the project, and shall enforce the QA/QC requirements as well as the HS&E measures as per the project Construction Subcontract;
The Procurement Specialist/Engineer shall attend meetings in OTI- Lebanon’s offices in Beirut for overall coordination and to provide advice related to any discussions and negotiations with the Subcontractor as required;
The Procurement Specialist/Engineer shall provide technical and environmental related information
Assist Lebanon OTI with any other activities where the Procurement Specialist/Engineer’s skills, knowledge and experience may be beneficial;
Verify the content and completeness of project final documentation to include reports, as-built drawings and customer data base prior to acceptance of the completed project or any portion of the project prior to sending to the Lebanon OTI office and for which the Subcontractor is requesting compensation.
