Team Leader Based/living In Rachaya Only (Contributing Towards Ensuring Food Security For Vulnerable Conflict-Affected Syrian Refugees In Lebanon)

Based in Rachaya with daily movements to the field, the Team Leader (TL) will make sure that his/her team - composed of information officers and monitoring field officers - raise awareness among local authorities and key refugee community members on the transition from paper vouchers to e-cards, that shopkeepers are fully informed about the program implementation and e-card system. Together with the other relevant project staff, the TL will coordinate and manage the distribution of e-cards at the distribution sites, making sure that his/her team carries out the necessary paper-work at the distribution sites, and providing the beneficiaries with detailed explanation and demonstration of how to use the e-card. The TL is responsible for ensuring the smooth e-cards distribution and solving on the spot any issue that might arise to avoid any time to be wasted and any stoppages during distribution days. After the e-card distribution, the TL will manage and lead his/her team of Monitoring Field Officers to conduct regular shop surveys, market retail food price monitoring, and interviews at household level to verify demographic and vulnerability data while collecting information and feedbacks on the food assistance provided, including the e-cards distribution and the food access processes. The TL will supervise and organise the Field Information Officer’s assignments on a daily basis. In brief, the TL is responsible for implementing and monitoring food security e-cards project activities (awareness, distribution and post-distribution monitoring), and follow them up with their subordinates, the international PM and the beneficiaries. The TL is also in charge of INTERSOS representation and coordination at field level. INTERSOS invites local candidates WITH REGULAR LEBANESE WORKING PERMIT to apply for the position of Team Leader, to support INTERSOS activities to contribute towards ensuring food security for vulnerable conflict-affected Syrian refugees in Lebanon. Women are kindly invited to apply for this position. NOTE: Candidates are asked for flexibility in terms of working hours. Candidates MUST have a valid Lebanese driving license.   SPECIFIC DUTIES: Coordinate the implementation of food security activities in accordance with INTERSOS guidelines and program objectives; Ensure coordination with team leaders assigned to different areas in West Bekaa and Rachaya districts, with all the e-cards system actors, including other implementing partners; Represent and explain the project and its objectives correctly to his/her team; Coordinate and manage the awareness campaign preceding the e-cards distribution, directly contributing when necessary and ensuring that beneficiaries are informed of date and location of distribution in due time; Organize the distribution of e-cards: receiving the cards, preparing lists, identifying distribution centre, informing beneficiaries, etc…; Help provide the beneficiaries with detailed and correct explanation and demonstration (if possible) of how to use the e-card, also following up complaints; Manage, plan and lead his/her team with their activities - composed of 1 information officer and 2 monitoring field officers - resolving internal conflicts, and making sure that time and resources from his/her team are always optimised; Assist the International Project Manager in detailed planning and reporting of distribution and monitoring activities, preparing and updating distribution plans; Prepare beneficiaries lists for the distribution days and relative shifts of distribution; Identify distribution centers; Represent INTERSOS in the field; Data Collection: supervise shops surveys and selection of shops (in the assigned area) willing to introduce and use the e-card system; Data Collection: supervise, plan and organise the extensive monitoring visits to shops in order to monitor their performance, accessible food products versus needs, quality and cost of food products, supply chain, stock capacity, distance from refugee-populated areas and accountability versus fraud and corruption; Data Collection: supervise and plan the monitoring exercise of  food price fluctuations in the local markets and in the selected shops to timely detect and report sudden, unexpected and unjustified increases, etc…; Data Collection: supervise, plan and organise the extensive household visits to monitor the type, quality and quantity of the food products redeemed, if food products have been kept or consumed and the effects on the monthly expenditure patterns. Other information will be related to the e-card use and the quality of the shops; Verify if all questions have been asked by the Monitoring Field Officers and that the recorded answers are clear and legible; Make absolutely sure that the team respects the time required for measurements, breaks and meals; Maintain constant contact with team members and beneficiaries (receive their requests, provide available information, etc.); Perform all other necessary actions for the functioning and success of the project in order to deliver assistance to the designated beneficiaries; Respect the total confidentiality of the data collected; Ensure to never speak about data out of the survey project and security of the records and files; Follow security measures; Evaluate and mentor the assigned staff, also organizing and performing regular monitoring site visits and writing reports; Participate to the daily briefing and debriefing sessions and to the organization of the weekly plan with the teams, under the International Project Manager supervision; Write regular report reports on progress of activities; Report weekly activity; Develop implementation methodology in coordination with the International Project Manager; Participate and support the International Project Manager in information sharing and coordination activities amongst project counterparts; Be committed to participate to any other task in order to achieve the project overall objective; Assess lessons learned, feasibility and modality of e-cards system.   Knowledge and Skills required: Bachelor Degree in any discipline related to the profile (please explain in the application email why you think your education background is appropriate); Must be able to train and manage a team (to listen, to advise, to support, to solve conflicts, to motivate, etc …) Experience with participatory fieldwork, methodologies, monitoring and reporting; Experience in the field of surveys; Valid Lebanese driving license; Knowledge of humanitarian principles and Good knowledge of the region and local languages; Capability to establish with the persons and families a good and respectful contact in order to ensure the quality of interviews; Good physical fitness to walk distances if necessary; Patience, good personal organisation, good communication and ability to work in teams, seriously, rigorously and personal accountability; Very good Interpersonal and Diplomatic Skills in client/beneficiaries-facing situations; Initiative, flexibility and willing to learn; Ability to work under time pressure, independently, and with limited supervision; Very good IT skills (Android phones, Microsoft Word and Excel); Good level of numeracy; Fluency in written and spoken English and Arabic is a must.   EXPERIENCE REQUIRED: Minimum 2 years’ experience in the field and in a related position.
