SCOPE OF WORK:
Brief description of the position’s role within the Project(s):
The IRC will start-up and manage a stand-alone Livelihoods Centre (LC) in Akkar to serve as venue for the IRC’s ERD activities (e.g., ATM card trainings and distributions, candidate assessments, financial management and vocational trainings, etc). It will also serve as space to provide advice to both job-seekers and employers on legal matters pertaining to Lebanese labor regulations. Job-seekers will be advised on their rights as workers and on working conditions they should expect. The LC will advocate for employers to offer decent working conditions to their employees, including equal wages for women and men, minimum wages, working hours, and safety and health at work
The Livelihoods Promotion officer will be responsible for the daily operation of this center.
Position objectives:
The main objective of this position is to supervise the day-to-day operations of the Livelihoods Center and promote its services, as well as to support the Livelihoods Manager in the identification of cash for work and vocational training initiatives based on labour market information

RESPONSIBILITIES:
Under the direct supervision of the Livelihoods Manager
Manage and develop the operations of the Livelihoods Center
Assist the Livelihoods Manager in delivering training of the Livelihoods Center’s staff to ensure they have solid understanding of key program documents and tools
Organize and assist in data collection and analysis for beneficiary and community selection, as well as for monitoring and evaluation of all vocational training, cash for work schemes and other services of the Livelihoods Center. Ensure that beneficiaries’ selection is in full compliance with IRC procedures, pre-established vulnerability criteria, needs and their jobseekers’ profile
Set up a roster of experts and service providers in key domains, such as legal advisory on labour law and vocational training
Assist the Livelihoods Manager in assessing service providers and participate in selection panels as per IRC procedures
Ensure appropriate day-to-day supervision of staff at the Centre (including attendance/timesheets and leaves)
Develop and implement a work plan for staff in the Centre and review progress at regular intervals
Participate in designing and leading the collection and analysis of data on local labour market, trends, livelihoods profiles of villages, market opportunities and skills gaps, in order to identify demand-driven opportunities for job creation
According to analysis findings, advise local authorities, and local and international organizations on possible initiatives with job creation potential
Actively promote the role of the Centre with other international and local humanitarian organizations (including UN and NGOs), and with key employers in the private sector, and develop strategies and coordination arrangements for strategic local projects (e.g. apprenticeships projects, cash for work schemes, vocational training schemes)
Establish and maintain contact and productive working relationships with community representatives, local and international organizations, jobseekers/beneficiaries and employers to develop specific responses for particular unemployment groups (e.g. youth, women, disabled)
Mobilize and liaise with local employers and build trust, gathering information on current vacancies, their skills requirements, and advocating for decent working conditions
Collaborate with the M&E Manager and the Database Officer to develop a labour market information database and train internal and external users to ensure it is effectively used
Ensure timely and effective referral of job seekers to potential employers (including UN, INGOs, local NGOs and private sector)

• 2-3 years of experience in employment projects and preferably in employment services
• Demonstrated experience and capacity in data analysis
• Previous experience in drafting reports
• Strong ability to work independently, organize work, meet deadlines, maintain composure, prioritize work under pressure, coordinate multiple tasks and maintain attention to detail
• Excellent interpersonal and problem-solving skills, creativity and flexibility
• INGO experience preferred
• Personal qualities: Works well in and promotes teamwork, comfortable in a multi-cultural environment, flexible and able to handle pressure well.
